공 출마예정자는 13일 오전 11시 포항시청 브리핑룸에서 기자회견을 열고, 도시공원 일몰제로 민간 개발이 추진된 공원을 시민 중심의 공공·문화 공간으로 재편하겠다는 정책 방향을 밝혔다.
그는 앞서 지난해 12월 두 차례 기자회견과 정책간담회를 통해 ▲포항 경제 회복을 위한 ‘3·3·3 정책’ ▲바다를 중심으로 한 워터랜드 구상 ▲소상공인과 시민을 위한 공공배달앱 도입 방안을 제시한 바 있으며, 이날은 민자공원을 활용한 도시 공간 재구성 방안을 집중 설명했다.
공 출마예정자는 “근린공원 일몰제 이후 환호근린공원, 학산근린공원, 상생근린공원 등 약 245만㎡ 규모의 민자공원을 통해 시유지를 확보했다”며 “민자공원은 단순한 녹지가 아니라 시민이 산책하고 쉬며 사람을 만나 일상의 여유를 회복하는 가장 기본적인 도시 공간”이라고 강조했다.
이어 민자공원 내에 어르신을 위한 평생학습관 등 복지시설과 시민을 위한 예술인 전문 공연장, 문학관을 조성하겠다고 밝혔다. 특히 환호근린공원에는 시민 편의를 고려해 주차 공간을 대폭 확충하겠다는 계획도 내놓았다.
지역 간 균형을 고려한 복지 인프라도 제안했다. 공 출마예정자는 “남구에는 노인복지회관을, 북구에는 평생학습관을 신설해 어르신들이 소통하며 하루를 보낼 수 있는 따뜻한 공간을 만들겠다”고 말했다.
그는 “민자공원을 활용해 시민의 삶의 질과 문화적 풍요로움을 높이고, 공공 문화 공간과 휴식 공간이 조화를 이루는 도시 환경을 조성하겠다”며 “지역 예술가들과 협력해 다양한 문화 프로그램을 운영하고, 첨단 기술과 지속 가능한 발전이 결합된 도시를 만들어 모든 세대가 어우러지는 포항을 구현하겠다”고 밝혔다.
또한 “공원은 지역 예술인들이 시민과 자연스럽게 소통하는 열린 무대가 되고, 문학관은 지역 고유의 문화를 공유하며 관광 활성화에도 기여할 것”이라며 “예술과 문학이 일상이 되는 공간에 어르신 복지 기능을 더하고, 시민 편의를 위한 주차 공간도 한층 확충하겠다”고 덧붙였다.
