【브레이크뉴스 포항】박영재 기자=포항 북구 용흥동 ‘중앙하이츠’ 협동조합형 민간임대주택 사업과 관련해 피해를 입었다고 주장하는 시민 73명이 사업 관계자들을 상대로 집단 고소에 나섰다.
용흥동중앙하이츠피해자대책위원회와 진보당 포항시위원회는 13일 오전 10시 30분 포항북부경찰서 앞에서 기자회견을 열고, 해당 사업에 관여한 관계자들에 대한 고소장을 경찰에 접수했다고 밝혔다.
피해자 측은 이번 고소를 통해 A협동조합 임원진, 시행사인 B사의 대표이사, 사업관리(PM) 용역업체인 C산업 대표이사, 중앙하이츠 용흥 분양영업팀 관계자 등을 특정경제범죄가중처벌법상 사기 혐의 등으로 고소했다고 설명했다.
또 사업 자금 관리 신탁을 맡은 D자산신탁 대표이사에 대해서는 사기 방조 혐의를, ‘중앙하이츠’ 브랜드를 사용한 E개발주식회사와 F이앤씨 주식회사 및 각 대표이사들에 대해서는 표시·광고의 공정화에 관한 법률 위반 혐의를 적용해 고소했다고 밝혔다.
피해자대책위에 따르면 용흥동 중앙하이츠 피해자들은 2025년 8월 대책위원회를 구성해 피해 사실을 알리고, 피해 구제와 재발 방지 대책 마련을 요구해 왔다. 이후 기자회견과 국회 기자회견 등을 통해 협동조합형 민간임대주택 사업 전반의 제도적 미비점과 관리 문제를 지적하며 관계 기관의 제도 개선을 요청해 왔다.
이날 기자회견에서 진보당 박희진 포항시위원장은 “이번 집단 고소는 일부 피해자들의 개별 고소와 달리, 용흥동 중앙하이츠 사업에 관여한 여러 주체들을 포함한 것”이라며 “피해자들은 수사를 통해 사실관계가 명확히 밝혀지기를 바라고 있다”고 말했다.
이어 “피해자들이 요구하는 것은 사건의 경위와 자금 흐름 등에 대한 철저한 수사와, 이를 토대로 한 합당한 법적 판단”이라고 덧붙였다.
이날 기자회견에서는 피해자대책위 대표단 이상춘 씨가 기자회견문을 낭독했으며, 기자회견 직후 참석자들은 포항북부경찰서 민원실에 고소장을 접수했다.
피해자대책위는 “피해 규모와 대상이 복잡해 집단 고소까지 시간이 걸렸다”며 “사법당국이 사건을 면밀히 살펴 조속히 사실관계를 규명해 주길 바란다”고 밝혔다.

Since then, they have held press conferences and a National Assembly press conference, highlighting institutional shortcomings and management issues across the cooperative-type private rental housing project and requesting institutional improvements from relevant agencies.
At the press conference, Park Hee-jin, the Pohang City Committee Chairperson of the Progressive Party, stated, "Unlike individual complaints filed by some victims, this class action lawsuit includes multiple entities involved in the Yongheung-dong Jungang Heights project. The victims hope that the facts will be clearly revealed through the investigation."
He added, "What the victims demand is a thorough investigation into the circumstances of the incident and the flow of funds, and a reasonable legal judgment based on that investigation."
At the press conference, Lee Sang-chun, a representative of the Victims' Countermeasures Committee, read a press statement. Immediately following the press conference, participants filed a complaint with the Pohang Northern Police Station's Civil Affairs Office.
The Victims' Countermeasures Committee stated, "The scale and complexity of the damages have made it difficult to file a class action lawsuit. We urge the judicial authorities to closely investigate the case and quickly determine the facts."
