수성구에 따르면, 이번 수상은 재난·안전 분야 중심의 조직 재편과, 조직 진단을 통한 전략적 인력 재배치의 성과를 인정받은 결과다. 대구 9개 구·군 가운데 유일한 수상이다.
이번 평가는 전국 지방자치단체를 대상으로 조직 운영의 효율성, 지속가능성 등을 종합적으로 심사해 이뤄졌다. 평가 항목에는 자체 조직 진단 기반 인력 재배치 실적, 재난·안전 분야 인력 확충, 행정 수요 변화에 대한 대응 능력 등이 포함됐다.
수성구는 기능·업무 중심의 조직 진단을 실시해 기존 인력을 효율적으로 재배치했고, 행정안전부의 조직 관리 지침에서 정한 인력 재배치 목표치(1%)도 달성했다. 특히 재난·안전 분야를 핵심으로 삼아 24시간 운영되는 재난상황실을 선제적으로 설치·운영하며 재난 대응 체계도 한층 강화했다.
구는 조직 진단 결과를 바탕으로 현장 대응이 필요한 부서에 인력을 집중 배치하는 한편, 반복·중복 업무를 조정해 행정 효율도 높여왔다. 이 같은 체계적인 조직 운영이 실제 성과로 이어졌다는 점에서 평가위원들의 높은 점수를 받은 것으로 풀이된다.
김대권 수성구청장은 “이번 수상은 변화하는 행정 환경에 맞춰 조직을 유연하고 효율적으로 운영해 온 덕분”이라며 “앞으로도 현장 중심, 성과 중심의 조직 운영으로 구민이 직접 체감할 수 있는 행정을 이어가겠다”고 말했다.
