[브레이크뉴스=양영석 기자] 김해시가 재단법인 김해인재양성재단 설립을 위한 발기인 총회를 13일 개최했다.
이날 총회에는 홍태용 시장을 비롯해 허윤옥 시의회 부의장, 전민현 인제대학교 총장, 안상근 가야대학교 총장, 편금식 김해대학교 총장, 노은식 김해상공회의소 회장, 김재원 김해연구원장 등 지역 행정과 교육, 산업계를 대표하는 기관장들이 참여해 재단 설립을 위한 공동 의지를 모았다.
김해시는 발기인 총회에서 확정된 설립 취지와 사업 방향을 바탕으로 임원 임명과 주무관청 설립 허가, 법인 등기 등 남은 행정 절차를 신속히 진행해 오는 3월 공식 출범과 함께 본격적인 사업에 착수할 방침이다.
재단이 출범하면 기관 간 칸막이를 허물고 하나의 플랫폼에서 보다 효율적이고 체계적인 협업이 가능해질 것으로 기대된다.
지역 대학과 산업계와의 협력을 한층 강화하고, 김해인재양성재단이 청년이 머무르고 배우며 도전해 다시 지역에 기여하는 선순환 인재 생태계의 중심축으로 자리 잡을 전망이다.
이처럼 이번 총회는 청년 인재 유출과 교육 격차 심화라는 지역적 위기에 대응하는 공식적인 행보다.
김해시와 인제대학교가 공동 추진 중인 ‘김해 올시티 캠퍼스(All-City Campus)’의 실행력을 높이기 위한 제도적 기반을 마련하는 의미도 있다.
특히 정부의 ‘글로컬대학30 사업’을 지역 차원에서 안정적으로 뒷받침할 수 있는 전담 컨트롤타워를 구축한다는 점에서 의미가 크다.
이날 설립 취지문에서 재단은 “지역 인재가 김해에서 성장하고, 김해가 키운 인재가 다시 지역 발전에 기여하는 선순환 구조를 만드는 것은 우리의 공공적 책무”라고 밝히며, 단기적 장학 지원이 아닌 도시 전체를 하나의 교육과 성장의 공간으로 전환하는 중장기 인재 육성 체계를 구축하겠다는 비전을 제시했다.
재단은 앞으로 △지역 인재 양성 및 교육 지원 △평생학습 및 교육 콘텐츠 개발 △글로컬대학30 사업 연계 운영 △청년·다문화 가정 교육 지원 △청년 역량 강화 인프라 구축 △지역전략산업 연계 기업 맞춤형 인재양성 △국내외 대학 및 기관과의 교류 협력 등 7개 사업을 중점적으로 추진할 방침이다. 특히 지역 산업체와 기술·교육을 연계해 실무형 인재 육성에 매진할 계획이다.
홍태용 시장은 “김해인재양성재단은 지역과 산업, 대학이 하나 되어 청년들이 글로벌 역량과 지역 정체성을 동시에 키울 수 있는 든든한 기반이 될 것”이라며, “사람이 곧 도시의 미래인 만큼 학생과 청년들이 지역에서 성장하며 꿈을 펼칠 수 있도록 지원하는 일은 우리의 책임”이라고 강조했다.
이어 “앞으로 김해가 ‘교육 때문에 떠나는 도시’가 아니라 ‘교육 때문에 선택받는 도시’로 도약하길 바란다”고 덧붙였다.
