문 원장은 15일 포항시청 브리핑룸에서 열린 포항시장 출마선언 기자회견에서 “낡고 오래된 과거의 방식을 버리고 포항의 새로운 미래를 열겠다”며 “리셋 포항과 리본 포항을 통해 포항의 새로운 미래 지도를 그리겠다”고 선언했다.
문 원장은 현재 포항이 직면한 위기에 대해 “우리는 치열하게 살아왔고 수많은 공약을 들어왔지만, 도시는 활력을 잃고 청년은 떠나고 있으며 인구 48만 사수에도 경고등이 켜졌다”며 “문제는 노력이 아니라 도시가 작동하는 구조”라고 진단했다.
이에 대한 해법으로 그는 도시 설계 자체를 다시 짜는 ‘리셋 포항’을 제시했다. 문 원장은 “관성대로 이어져 온 도시 설계를 멈추고 행정과 산업의 위치를 처음부터 다시 배치해야 한다”며 “북구 원도심의 상징인 수도산에 글로벌 벤처타운 ‘포항 혁신 마루’를 조성하고, 남구청을 남구 인구의 중심이자 산업의 심장인 오천으로 이전해 현장 행정의 리셋을 이루겠다”고 밝혔다.
이어 그는 “리셋만으로는 부족하다”며 끊어진 도시를 다시 연결하는 ‘리본 포항’ 전략도 함께 제시했다. 문 원장은 “현재 포항은 구도심과 신도심, 산업과 생활, 행정과 시민이 서로 단절된 채 움직이고 있다”며 “리본 포항은 이 끊어진 흐름을 하나의 구조로 묶어 새로운 활력과 시너지를 만들어내는 전략”이라고 설명했다.

아울러 그는 포항시장 적임자임을 강조하며 자신의 전문성과 경력을 부각했다. 문 원장은 “화학박사 출신으로 이차전지, 수소, 바이오, 신약, 신소재 등 신산업 분야에 대한 전문성을 갖췄다”며 “벤처기업 창업과 경영, 애플과의 협업 및 포항 유치 경험을 통해 디지털 전환에 대한 식견을 쌓았고, 지역 해운업체 CEO 경험과 환동해연구원 운영을 통해 북극항로 시대를 준비해 온 경험도 갖추고 있다”고 밝혔다.
문 원장은 기자회견을 마무리하며 “목소리 큰 시장이 아니라 구조를 바꾸는 시장, 눈앞의 표를 위한 시장이 아니라 다음 세대를 위한 미래를 여는 시장이 되겠다”며 “지금 포항에 필요한 것은 누가 앞서 있느냐가 아니라 누가 방향을 바꿀 수 있느냐이며, 이 변화의 길을 시민과 함께 가겠다”고 강조했다.
