파주시의회(의장 박대성)가 시민 생활과 직결된 도시산업 분야 조례안 8건을 일괄 처리하며 주거환경 개선과 지역 산업 지원에 속도를 낸다.
시의회는 21일 제261회 임시회 도시산업위원회를 열고 의원발의 조례안 8건을 원안 가결했다고 밝혔다.
이번에 통과된 조례안들은 도시 여건 변화에 대응한 제도 정비는 물론 환경, 주거, 보행 안전 개선과 농업·산업의 지속가능한 발전을 아우르는 내용을 담았다.

반려동물부터 농업 인력까지…생활 밀착형 지원 강화
이혜정 의원이 대표 발의한 '파주시 펫로스 증후군 회복 지원 조례안'은 반려동물을 잃은 시민들의 심리적·정신적 고통 완화를 위한 지원 근거를 마련했다.
반려동물 양육 가구가 증가하는 추세에 맞춰 펫로스 증후군 관리 및 지원에 필요한 사항을 체계적으로 규정한 것이 특징이다.
손형배 의원이 대표 발의한 '파주시 농업분야 외국인 계절근로자 운영 및 지원에 관한 조례안'은 심각한 농촌 인력난 해소를 목표로 한다.
외국인 계절근로자 운영 기반을 정비하고 안정적인 영농활동과 건전한 고용관계 유지를 위한 체계를 구축하는 내용을 골자로 한다.
환경·주거 분야 전방위 개선
박은주 의원은 환경과 보행 안전 개선을 위한 두 건의 조례안을 대표 발의했다.
'파주시 음식물류 폐기물 감량기기 설치 지원 및 운용 조례안'은 음식물 쓰레기 감량과 재활용 촉진을 통해 처리 비용을 절감하고 쾌적한 도시환경 조성을 도모한다.
'파주시 보행권확보 및 보행환경개선에 관한 조례 전부개정조례안'은 보행약자를 포함한 모든 시민의 보행권을 보장하고, 보행환경을 정책 수요에 맞춰 종합적이고 체계적으로 개선할 수 있는 제도적 기반을 마련했다.
오창식 의원이 대표 발의한 '파주시 수도급수 조례 일부개정조례안'은 노후 수도관 세척·갱생·교체 지원 근거를 신설해 안전한 수돗물 공급 체계를 강화했다.
특히 취약계층 이용 시설까지 지원 범위를 확대해 실효성을 높였다는 평가다.
또한 '파주시 빈집 및 소규모주택 정비에 관한 조례 일부개정조례안'을 통해 상위법 개정에 따른 위임 사항을 규정하고 일부 미비점을 개선·보완했다.
공동주택·옥외광고 관리 체계 정비
손성익 의원은 '파주시 공동주택관리지원 조례 일부개정조례안'을 통해 노후 공동주택에 우선적으로 재원을 투입할 수 있도록 보조금 지원 기준을 재정비했다.
공동주택의 노후화 정도와 시 재정 여건을 고려한 실질적인 지원 체계를 구축한 것이다.
'파주시 옥외광고물 등의 관리와 옥외광고산업 진흥에 관한 조례 일부개정조례안'은 집회 현수막을 행사·집회 기간에만 설치하도록 하고 심의 및 게시 기준을 명확히 해 도시 미관 보호와 옥외광고 관리의 공공성을 강화했다.
