호치민 시의 땀안 종합병원은 치료 규모, 기술, 전문성 측면에서 상당하고 포괄적이며 수준 높은 전문 투자를 받았던 곳이다. 이는 각 전문 분야의 광범위한 발전과 병원 시스템 전체에 걸쳐 전문 분야 및 프로세스 간의 포괄적이고 조화로운 연계 및 촉진으로 인한 것이다. 땀안 병원은 베트남에서 최초로 대기 시간을 줄이고 행정 절차를 간소화하기 위해 접수 및 결제 키오스크를 도입했다. 유럽과 미국에서 수입한 최첨단 기술과 장비에 대규모로 투자했으며 온라인 예약, 결과 통보, 온라인 상담 등 의료 검진, 치료, 관리 및 전문 업무 전반을 혁신하여 환자 대기 시간을 단축하고 의사와의 심층 상담 시간을 늘리는 혜택까지 주어졌다.

그러나 이런 병원은 대체로 돈이 좀 있는 사람들만 오는 곳이지 일반 베트남 서민들은 꿈도 꿀 수 없는 곳이다. 내가 있었던 하노이 외상전문외과 병원과 타이빈 국립병원을 보면 참 열악하기 이를데 없다. 타이빈 국립병원과 비교해 본다면 베트남의 의료시스템에 앞서 극심한 빈부격차가 어떤 것인지 볼 수 있다. 어제 포스팅 한 것처럼 베트남의 건강보험제도는 비용의 일부를 정부가 보조금으로 지원하고, 나머지는 사용자 개인이 비용을 부담하는 제도이다. 개인이 매년 구매해야 의료서비스 이용이 가능하며, 빈곤층의 경우 건강보험증 구입 비용의 30%를 개인이 부담해야 한다. 그러나 취약계층인 노약자와 어린이에게 이러한 비용은 큰 부담이기에 건강보험증을 구입하지 않는 경우가 많다고 한다. 건강보험증이 없다 보니 취약계층은 의료서비스의 혜택에서 소외되기 마련이다. 그러니 땀안 병원 같은 곳은 언감생심(焉敢生心)인 것이다.
이해찬 전 총리가 땀안 병원에 입원해 있다가 별세했다. 그에 대해 많은 호불호들이 있겠지만 우선 낮선 타국은 베트남에서 유명을 달리한 것에 대해 조의를 표하는 바이다. 그가 입원하여 운명을 달리한 베트남의 땀안 병원은 2021년 2월 개원 이후 3년 연속 호치민시 최고 의료기관 10위권에 꾸준히 이름을 올렸던 꽤 우수한 병원이다. 국내 시민, 해외 거주 베트남인, 외국인을 포함한 수많은 환자들의 신뢰와 선호를 얻고 있는 병원일 정도로 시설과 서비스, 의료 수준에 있어서 베트남에서 그나마 탑클레스를 달리고 있는 병원인 곳이다. 그래도 열악한 현지 병원이 아닌 탑클레스급 병원에 입원하다가 운명을 맞이했다는 것은 그나마 고인에게 있어 다행이지 않나 싶다. 만약 의료 수준이 부실한 곳이었다면 악조건 속에서 온갖 고통을 받았을 것인데 나름 좋은 곳에서 치료받았으니 다행이라는 뜻이다.
나 또한 고인을 그다지 좋아하는 정치인은 아니었고, 매우 싫어하는 쪽에 가까운 정치인아지만 정치인이 아닌 한 명의 인간으로써 삼가 고인의 명복을 빕니다. lukybaby7@gmail.com
