브레이크뉴스 정명훈 기자= 도널드 트럼프 미국 대통령이 유럽 동맹국과 캐나다를 향해 이어오던 관세 압박의 방향을 돌연 한국으로 전환했다. 트럼프 대통령은 26일(현지 시간) 한국 국회가 한미 무역합의를 비준하지 않았다며 한국산 제품에 대한 관세를 25% 수준으로 인상하겠다고 선언했다.
다만 관세 인상 조치의 시행 시점과 구체적인 배경은 밝히지 않아 외교·통상 현장에서 혼란이 불가피할 전망이다.
트럼프 대통령은 이날 자신의 소셜미디어 트루스소셜을 통해 “한국 국회가 우리의 역사적인 무역합의를 비준하지 않았기에, 그들의 권한이지만, 이에 따라 한국산 자동차, 목재, 의약품 및 기타 상호관세를 15%에서 25%로 인상할 것”이라고 밝혔다.
앞서 한미 양국은 지난해 관세 및 안보 협상을 통해 상호관세와 자동차 등 주요 품목 관세를 기존 25%에서 15%로 낮추는 데 합의했다. 이는 한국이 3500억 달러 규모의 대미 투자를 약속한 것을 전제로 한 조치였다. 같은 해 11월 발표된 조인트 팩트시트에도 이 같은 내용이 명시됐고, 이후 한국산 제품에 대한 관세는 합의대로 15% 수준으로 인하됐다.

트럼프 대통령은 “우리의 무역 합의는 미국에 매우 중요하며, 우리는 각 협상에서 합의된 거래에 따라 신속히 관세를 인하해왔다”며 “무역 상대국 역시 동일하게 행동할 것을 기대한다”고 주장했다. 이어 “이재명 대통령과 나는 지난해 7월 30일 양국을 위한 훌륭한 협정을 체결했고, 지난해 10월 29일 한국을 방문했을 때 이 조건들을 재확인했다”며 “그런데 한국 국회는 왜 이를 승인하지 않았느냐”고 문제를 제기했다.
앞서 우리 정부와 여당은 한미 무역합의가 조약이 아닌 행정적 합의인 양해각서(MOU) 형식으로 이뤄졌다는 이유로 국회 비준 동의안을 제출하지 않았다. 국민의힘 일각에서선 비준 필요성을 거론기도 했으나, 공식 절차가 진행되지는 않았다.
이와 관련 청와대 대변인실은 이날 “미국 정부로부터 공식적인 통보나 세부 내용에 대한 설명은 아직 없는 상황”이라고 밝혔다.
