실제로 장성동 부지는 2006년 '미군 반환 공여구역 주변지역 등 지원 특별법' 시행 이후 국가적 활용 과제로 논의돼 왔다. 2018년에는 포항시가 종합계획을 수립해 행정안전부 승인까지 받았지만, 그 이후 현실은 멈춰 있었다. 박 출마예정자는 이를 두고 “계획은 있었지만 실행은 없었다”고 직격했다.

특히 AI, 이차전지, 수소 에너지 등 포항이 경쟁력을 가질 수 있는 분야를 중심으로 연구·실증·사업화·투자가 이어지는 구조를 만들겠다고 밝혔다. 2,000억 원 규모의 벤처 펀드 조성 구상도 이 연장선에 있다. 기술과 아이디어만 있으면 지역을 떠나지 않고도 도전할 수 있는 환경을 만들겠다는 취지다.
주목되는 대목은 ‘사람이 머무는 도시’에 대한 문제의식이다. 그는 미분양 아파트와 유휴 주거 공간을 활용해 청년과 벤처 인재가 실제로 정착할 수 있는 현실적인 정주 정책을 병행하겠다고 밝혔다. 산업만 키우고 사람은 떠나는 기존 방식에서 벗어나겠다는 선언이다.
또 하나의 제안은 가칭 ‘포항 혁신위원회’다. 포항시장과 포스코를 중심으로 지역 대학, 산업계, 시민사회가 참여하는 컨트롤타워를 만들어 산업 전략과 벤처 육성, 인재 정착 정책을 통합적으로 조율하겠다는 구상이다. 포항의 산업·벤처 생태계가 성장하지 못했던 구조적 한계를 정면으로 겨냥한 대목이다.

This initiative directly addresses the structural limitations that have hindered the growth of Pohang's industrial and venture ecosystem.
Former Mayor Park stated, "The returned US military base in Jangseong-dong must become a site where this innovation structure actually operates. We will demonstrate its feasibility not through mere planning, but through the return of people and venture companies."
