[브레이크뉴스=황민성 기자] 하동군이 문화체육관광부가 수립한 ‘남부권 광역관광개발계획’에 따라, 섬진강을 중심으로 한 ‘하동 북케이션 관광스테이 확충사업’을 본격 추진 중이다.
‘남부권 광역관광개발계획’은 2024년부터 2033년까지 총 3조 원 규모의 재원을 투입해 부산·광주·울산·전남·경남 등 남부권 5개 시도의 관광자원을 연계·육성함으로써, 남부권을 세계적인 K-관광 중심지로 도약시키는 국가 중장기 관광정책이다.
하동군은 이 중 남중권에 포함되어 있으며 남중권 5대 관광매력 특화 전략 가운데 하나인 ‘섬진강 워케이션 관광스테이 확충’의 핵심 거점 역할을 맡고 있다.
이번 사업은 하동군 단독으로 추진하는 개별 사업이 아니라, 섬진강을 중심으로 하동·광양·구례·곡성 등 4개 시군이 역할을 분담해 추진하는 광역 연계형 관광 모델이다.
하동은 ‘북케이션’, 광양은 ‘아트케이션’, 구례는 ‘그린케이션’, 곡성은 ‘레저케이션’관광스테이를 각각 담당하며 단일 지역 방문에 그치지 않고 섬진강 권역에서 하루 이상 더 머무르는 관광을 유도하는 것이 핵심 목표다.
특히 하동 ‘북케이션 관광스테이 확충사업’은 대규모 신규 토목 개발이 아닌 기존 유휴 공공건축물의 재생과 기능 전환을 기본 방향으로 추진된다.
구)푸드마켓과 스마트복합쉼터 등 기존 시설을 리모델링과 부분적인 증·개축을 통해 머무르는 관광 인프라로 전환함으로써, 공공자산의 활용도를 높이고 지역 상생과 활성화를 도모할 계획이다.
2024년부터 2027년까지 총 237억원의 예산이 투입되며 관광객들의 편의를 제공하는 ‘북케이션 센터’, 문화·예술 콘텐츠를 담은 ‘섬진강 아트센터’등이 조성되어 새로운 관광 모델을 실현할 전망이다.
아울러 본 사업이 완료되면, 하동군 화심리 일원에서 추진 중인 ‘첨단 농식품 클러스터 조성사업’및 ‘농식품 첨단산업단지’와 연계되어 관광과 산업이 결합한 융복합 시너지를 창출할 것으로 기대를 모으고 있다.

본 사업은 2026년 1월 현재 기본 및 실시설계를 추진 중이며 2026년 상반기 경상남도 지방건설기술심의를 거쳐 8월까지 실시설계를 완료한 후, 2026년 10월 공사 및 2027년 12월 준공을 목표로 차질 없이 추진될 예정이다.
군 관계자는 “북케이션 관광스테이 확충사업을 통해 섬진강을 찾는 방문객이 하루 더 머무를 수 있는 체류 여건이 마련될 것으로 기대한다”며 “권역 연계형 워케이션 관광이 정착될 경우, 지역 상권 활성화는 물론 섬진강 관광과 산업이 함께 성장하는 지속 가능한 지역경제 기반 조성에 도움이 될 것”이라고 말했다.
한편 하동군은 이번 사업 이외에도 ‘하동 반값여행’이라는 핵심 관광정책을 추진하며 관광객 체류 확대와 지역 상권 매출 증대를 동시에 실현하는 핵심 전략을 선보였다.
여행 경비의 50%를 지원하는 이 정책은 관광객의 여행 부담을 낮추고 지역 내 자연스러운 소비를 유도하며 지역 상권과 관광 소비 확대로 이어지는 선순환 구조를 구축할 전망이다.
