[브레이크뉴스=배종태 기자] 해양수산부가 수도권 중심의 경제 구조를 넘어, 지역이 스스로 산업을 설계하고 성장할 수 있도록 하는 지방 주도형 수산정책을 본격 가동한다.
2026년 대통령 신년사에서 제시된 핵심 국정기조 ‘5극 3특 지방 시대’가 수산 분야에서 가장 먼저 실현될 전망이다.
해양수산부는 27일, 지역별 기후·입지·인프라 특성을 세밀하게 반영한 ‘지역 맞춤형 수산발전방안’ 수립에 착수했다고 밝혔다. 이 계획은 중앙정부 중심의 일방적 지원 구조에서 벗어나, 지방이 직접 기획·시행하는 수산정책 전환을 의미하며, 지역 특성에 맞는 산업 생태계 조성을 목표로 한다.
지역이 중심이 되는 ‘수산혁신 대전환’
그동안 수산 정책은 전국 일률적인 지원 체계에 머물러, 지역별 해역 환경이나 산업 여건의 차이를 충분히 반영하지 못했다는 지적이 꾸준히 제기돼 왔다. 이에 해수부는 각 권역이 가진 어종·수온·산업 기반의 차이를 면밀히 분석해, 지역별 ‘특화된 성장축’을 설정하고 이를 중심으로 자립형 산업 구조를 만들어갈 방침이다.
이번 맞춤형 발전방안은 ‘제3차 수산업·어촌 발전 기본계획(2023~2027)’의 현장 실행력을 강화하는 역할을 하며, 기획단계부터 지방정부·수산업계·전문가가 함께 참여하는 협업 구조로 추진된다.
최현호 해양수산부 수산정책실장은 “이번 계획은 단순한 지원정책이 아니라, 지방이 주체적으로 산업의 미래를 설계하도록 뒷받침하는 ‘패러다임 전환’의 출발점”이라고 강조했다.
청정 동해, 강원에서 시작되는 변화
해수부는 첫 번째 추진 지역으로 강원특별자치도를 선정하고, 현지 어종 변화와 수온 상승 등 새로운 해양환경 변화에 대응하는 전략 수립에 착수했다.
강원권 수산발전전략(안)에는 ▲고수온 대응형 양식 품종 개발: 방어 등 신규 양식 품종의 산업화를 지원하고, 어업인 맞춤형 사육기술을 보급. ▲양식장 구조조정 및 적지 이전 지원: 기후 변화로 인한 피해를 최소화하고 지속가능한 양식 기반을 마련. ▲수산 스마트화·첨단화: 실물 인공지능(Physical-AI) 기반의 양식장 관리 시스템과 블루푸드테크를 접목해 생산성을 높임. ▲인재 양성 체계 확립: 지역 대학과 연계한 계약학과 신설, 해양 AI·식품가공 전문인력 양성.▲규제혁신 확대: 특정 해역 출입항 절차의 비대면 자동화, 보고·승인 절차 간소화를 추진해 조업 효율성 제고 등의 주요 과제가 포함되어 있다.
강원도는 최근 고수온과 해류 변화로 어종 분포가 빠르게 달라지며, 조업환경과 양식 구조 모두 재정비가 필요한 지역이다. 해수부는 강원 모델을 기후변화 대응형 수산산업 선도 사례로 발전시켜, 이후 타 지역으로 확산할 계획이다.

전국 6개 권역 순차 방문… 맞춤형 전략 확산
해수부는 강원권을 시작으로 제주–전남–경남·부산–충청–경북권으로 확대하며 현장 간담회와 의견 수렴을 진행한다. 각 지역의 산업 구조, 해역 특성, 어업종 다양성 등을 통합 분석한 뒤, ‘지역 맞춤형 성장지도’를 완성할 예정이다.
이 과정을 통해 만든 초안은 오는 3월 ‘전국 수산정책 대규모 설명회’에서 공개된다. 이 자리에는 지방정부, 어업인 단체, 수협, 연구기관 등 수백 명이 참여해 최종안을 논의하게 된다.
“현장의 눈높이에서 답을 찾는다”
최현호 수산정책실장은 “지방의 문제를 지방에서 해결하는 것이 ‘5극 3특’의 핵심”이라며,
“중앙이 일방적으로 정책을 만드는 시대는 끝났다. 현장의 눈높이에서 현실적 대안을 찾고, 어업인의 체감 변화를 이끌어내는 ‘살아있는 정책’으로 만들어 가겠다”고 말했다.
이번 해수부의 지방주도 수산정책은 정책 분권의 시금석이자, 지역이 스스로 미래를 설계하는 ‘지방 시대’의 실질적 첫걸음으로 평가된다.

The Ministry of Oceans and Fisheries (MOF) is launching a full-fledged regional fisheries policy designed to move beyond the Seoul-centered economic structure and enable regions to plan and drive their own industrial growth.
The “5-Polar, 3-Special Regional Era,” presented as a key national policy direction in the President’s 2026 New Year Address, is expected to take shape first in the fisheries sector.
On January 27, the MOF (Acting Minister Kim Sung-beom) announced the start of establishing a “Region-Customized Fisheries Development Plan,” which reflects each area’s climate, location, and infrastructure characteristics in detail.
This plan marks a shift from a centrally led support structure to locally designed and implemented fisheries strategies, aiming to build an industrial ecosystem suited to each region’s strengths.
A fisheries innovation led by local governments
In the past, fisheries policies were largely uniform nationwide, failing to sufficiently account for regional differences in marine environments and industrial conditions. To address this, the MOF plans to analyze distinctions such as species composition, water temperature, and industrial bases across different regions, and designate region-specific “growth axes” to build self-sustaining fisheries industries.
This tailored development initiative will reinforce the on-site execution of the “Third Basic Plan for Fisheries and Fishing Village Development (2023–2027)” and will be advanced through cooperative planning involving local governments, the fisheries industry, and experts.
Choi Hyun-ho, Director-General for Fisheries Policy at the MOF, emphasized, “This plan is not a simple subsidy program but a starting point for a paradigm shift that enables regions to design their own industrial futures.”
Change begins in the clean East Sea, Gangwon
The MOF has selected Gangwon Special Self-Governing Province as the first pilot region
and has begun preparing strategies to respond to new marine environmental changes such as shifting fish species and rising sea temperatures.
Key tasks in the proposed Gangwon fisheries development strategy include:
- Development of aquaculture species adapted to high temperatures: Support for commercialization of new species such as yellowtail and dissemination of tailored breeding technologies.
- Aquaculture restructuring and site relocation support: Minimizing climate-related damage and promoting sustainable aquaculture foundations.
- Advancement through smart and high-tech fisheries: Integration of Physical-AI-based aquaculture management systems and blue food technologies to boost productivity.
- Establishment of a human resources development system: Creation of industry-academia contract departments with local universities and training of professionals in marine AI and food processing.
- Expanded regulatory innovation: Automation of vessel entry and exit procedures via digital systems and streamlining of reporting and approval processes to enhance operational efficiency.
Gangwon has experienced rapid changes in marine species distribution due to warming seas and shifting currents, requiring a comprehensive readjustment of fishing environments and aquaculture structures. The MOF plans to develop the Gangwon model as a leading example of climate-adaptive fisheries and expand it to other regions nationwide.
Expanding region-customized strategies across six major zones
Starting with Gangwon, the MOF will sequentially visit other regions—Jeju, Jeonnam, Gyeongnam-Busan, Chungcheong, and Gyeongbuk—to hold on-site briefings and gather opinions.
Through comprehensive analysis of each region’s industrial structure, marine characteristics, and fishery types, the ministry will complete a “region-customized growth map.”
A draft will be presented at the “National Fisheries Policy Briefing” scheduled for March. Hundreds of participants from local governments, fishermen’s associations, the National Federation of Fisheries Cooperatives (Suhyup), and research institutions will discuss and refine the final plan.
Seeking answers from the field
Choi Hyun-ho stated, “The core of the ‘5-Polar, 3-Special’ initiative is solving local issues at the local level. The era of top-down fisheries policymaking is over. We will seek realistic solutions from the field and create ‘living policies’ that deliver tangible improvements for fishermen.”
The MOF’s region-led fisheries policy is regarded as both a milestone in policy decentralization and a practical first step toward the “regional era,” in which local governments design their own futures.
