【브레이크뉴스 포항】박영재 기자=소상공인과 자영업자의 플랫폼 수수료 부담을 사실상 없애는 ‘수수료 제로 포항형 통합 플랫폼’ 구축이 박용선 포항시장 출마예정자(경북도의원)의 2호 공약으로 제시됐다.
박 출마예정자는 28일 포항시청 브리핑룸에서 기자회견을 열고 “민생경제를 옥죄는 수수료 구조를 바꾸지 않으면 소상공인 회복은 불가능하다”며 “열심히 팔아도 남지 않는 구조부터 바꾸겠다”고 밝혔다.
이번 공약의 핵심인 통합 플랫폼은 전통시장과 골목상권, 지역 로컬상품을 하나로 묶은 ‘포항의 모든 것을 파는 플랫폼’으로 구축되며, 플랫폼 이용 수수료를 제로 수준으로 낮춰 자영업자의 실질 소득을 높이고 소비자에게는 합리적인 가격과 할인 혜택을 제공하는 것을 목표로 한다.

플랫폼 구축과 함께 상권 매출 확대와 비용 경감을 위한 종합 대책도 제시됐다. 지역 입찰 제한 제도를 확대해 관급 공사와 공공 사업에서 지역 업체 참여를 늘리고, 역외 자금 유입과 소비 진작을 위해 500억 원 규모의 ‘포항 소비 쿠폰’ 발행을 추진하겠다는 구상이다.
전통시장은 단순한 구매 공간을 넘어 관광 기능을 결합한 복합 공간으로 육성하고, 중·대형 주차장 조성을 통해 체류시간과 소비를 확대하겠다고 밝혔다.
아울러 영세사업장에 대한 시급 일부 지원으로 고정비 부담을 낮추고, 희망 동행 특례보증을 3천억 원 이상으로 확대해 이차보전 기간을 기존 2년에서 3년으로 늘리며 지원 이자를 3%에서 4%로 상향하겠다고 설명했다.
이와 함께 ‘포항 상권 상생 협력 조례’를 제정해 임대료를 인하한 건물주에게 재산세 감면과 상가 리모델링 비용 지원을 연계하는 방안도 제시했다.
박 출마예정자는 “출마 선언에서 밝힌 ‘내 일이 있는 포항’은 시민의 삶과 생계를 지키는 약속”이라며 “지역에서 발생한 소비가 지역 안에서 순환하는 경제 구조를 만들어 민생경제를 구조적으로 살리겠다”고 말했다.
