포항시 북구 흥해읍 이인리 산150번지 일원 약 85만6천㎡에서 추진 중인 ‘KTX신도시지구 도시개발사업’은 지난해 10월 24일 개발조합의 재정난으로 공사가 전면 중단됐다. 이후 장기간 현장이 방치되면서 분진망 설치 등 환경보전 조치가 제대로 이뤄지지 않아 인근 주민들의 비산먼지 피해 민원이 계속되고 있다.
포항시는 최근 개발조합에 공문을 보내 이인지구 경계 일부와 달전초등학교 인근 사면 구간에 계획된 분진망을 조속히 설치하라고 지시했다. 시는 조합이 제출한 환경보전계획에 해당 구간 분진망 설치가 포함돼 있다며, 비산먼지 민원 발생 시 관련 부서 통보 등 적극 대응과 함께 지속적인 모니터링을 통해 주민 피해를 최소화하겠다는 입장이다.
그러나 현장 여건상 조치 이행은 쉽지 않은 상황이다. 개발조합은 고금리와 금융시장 악화로 프로젝트파이낸싱(PF) 대출이 사실상 중단되면서 자금 조달에 큰 어려움을 겪고 있는 것으로 알려졌다.
시공사인 삼구건설 역시 공사 중지가 장기화되고 공사비 지급이 이뤄지지 않아 추가 환경시설 설치는 사실상 어렵다는 입장을 밝힌 것으로 전해졌다. 다만 현재 공정률은 약 25% 수준으로 성토·절토 작업이 일부 진행된 상태이며, 공사비 지급과 공사 재개 요청이 있을 경우 계약에 따라 공사를 진행할 수 있다는 입장이다.
이처럼 시행사와 시공사 모두 재정적 이유를 들어 추가 환경조치에 소극적인 태도를 보이면서, 공사 현장으로 인한 민원은 장기화 될 가능성이 커지고 있다. 이에 따라 비산먼지 피해를 호소하는 주민 민원도 당분간 이어질 것으로 보인다.
인근 주민 A씨는 “공사가 멈춘 뒤 바람이 강한 날이면 흙먼지가 이인지구 아파트와 포항역 방향으로 날리는 모습을 자주 본다”며 “시에서 분진망 설치를 지시했다고는 하지만 실제로 이행될 수 있을지 의문”이라고 말했다. 이어 “공사 재개 시점도 불투명해 민원이 장기화될 수밖에 없다”고 우려했다.
포항시 관계자는 “해당 사업은 시가 직접 시행하는 사업이 아닌 토지 소유자 조합이 추진하는 민간 주도 사업으로 행정적 관리·감독에 한계가 있다”면서도 “조합과 지속적으로 협의해 환경 피해를 최소화할 수 있도록 노력하겠다”고 밝혔다.
한편 KTX신도시지구 도시개발사업은 2017년 6월 도시개발구역으로 지정된 이후 2021년 6월 실시계획 인가를 받았고, 2023년 6월 착공했다. 그러나 고금리 여파와 시행사 자금난으로 시행사가 교체되고 공사가 중단되면서 사업 정상화 시점은 여전히 불투명한 상태다.

The construction company, Samgu Construction, has also reportedly stated that the prolonged construction suspension and failure to pay construction costs make it virtually impossible to install additional environmental facilities. However, the city maintains that the current construction progress is approximately 25%, with some fill and cut work already underway. Construction can proceed according to the contract if payment is received and a request to resume construction is made.
With both the developer and the construction company reluctant to take additional environmental measures, citing financial concerns, complaints from residents are likely to persist. Consequently, complaints about fugitive dust are expected to persist for the foreseeable future.
A nearby resident, Mr. A, said, "After construction halted, on windy days, I often see dust blowing toward the Iinji District apartments and Pohang Station. The city has reportedly ordered the installation of dust nets, but I doubt they will actually implement them." He added, "With the construction resumption date also unclear, complaints will inevitably be prolonged."
A Pohang city official stated, "This project is not directly implemented by the city, but rather a privately-led project driven by a landowners' association. Administrative management and supervision are limited. However, we will continue to consult with the association to minimize environmental damage."
Meanwhile, the KTX New Town development project was designated as an urban development zone in June 2017, received approval for its implementation plan in June 2021, and began construction in June 2023. However, due to high interest rates and financial difficulties, the project was replaced and construction was halted, leaving the timing of normalization uncertain.
