고양시에 거주하는 장기등 기증자와 유족들이 다음 달부터 공영주차장 및 부설주차장 이용료를 절반 가격에 이용할 수 있게 됐다.
고양특례시의회는 29일 제301회 임시회 본회의에서 「고양시 주차장 설치 및 관리 조례 일부개정조례안」과 「고양시 부설주차장 관리 조례 일부개정조례안」을 의결했다고 밝혔다.

천승아 의원(비례대표, 국민의힘)이 대표발의하고 김희섭 의원(주엽1·2동, 국민의힘)이 공동발의한 이번 조례 개정안은 장기등 및 인체조직 기증자와 유족에 대한 사회적 예우 차원에서 고양시 공영주차장과 부설주차장 요금의 50%를 감면하는 내용을 담고 있다.
천승아·김희섭 의원은 이에 앞서 「고양시 장기등 및 인체조직 기증 장려에 관한 조례」를 개정해 장기등 기증자와 유족에 대한 사회적 예우 강화 근거를 마련했다.
이어 「고양시 보건소 수가 조례」를 개정해 장기등 기증자, 유족, 기증희망자의 보건소 진료비 본인부담금 감면 혜택을 제공했으며, 이번 주차장 관련 조례 2건까지 총 4개의 관련 조례를 공동 발의해 모두 통과시켰다.
보건복지부에 따르면 2024년 말 기준 국내 장기이식 대기자는 5만4천여 명에 달하지만, 장기기증자는 3,931명에 불과한 실정이다.
1999년 「장기등 이식에 관한 법률」 제정 이후 2000년부터 2025년 11월까지 약 25년간 고양시의 장기기증자 수는 209명에 그쳤다.
천승아·김희섭 의원은 "장기기증자 예우와 장기기증 활성화를 위한 네 개의 조례안이 모두 통과되어 고양시가 생명 나눔 문화 조성에 앞장설 기반이 마련됐다"며 "장기기증은 생명을 살리는 숭고한 행위인 만큼 앞으로도 지속적인 관심을 갖고 활성화를 위해 노력하겠다"고 밝혔다.
장기등 기증자와 유족(장기이식법에 따른 선순위 유족 1인)은 조례 시행일인 다음 달 중순부터 고양시 공영주차장 및 부설주차장 이용 시 보건복지부에서 발급받은 생명나눔증서 등 증명자료를 제시하면 주차 요금 50% 감면 혜택을 받을 수 있다.
이번 조례 개정은 장기기증의 공익적 가치를 존중하고 시민 인식을 높이는 계기가 될 것으로 기대된다.
