전국민 대상 참여형 ‘창업 오디션’이 개최되는 가운데 전국 창업 인재 5천명을 발굴·지원하는 ‘모두의 창업 프로젝트'다. 5천명 안에 들면 1인당 200만원의 창업활동비, 최종 우승자에겐 상금·벤처 투자 등 10억원 가량 지원된다.

향후 정부는 대기업·수도권·경력자에 성장 과실이 집중되는 소위 ‘케이(K)자형 성장 구조' 완화 대안으로 창업 중심 사회로의 전환을 추진한다.
‘모두의 창업 프로젝트'는 총 4단계로 진행되는 가운데 1단계 경우 전국 창업가 5천명을 발굴해 1인당 200만원 창업활동비를 조건 없이 지급하고, 창업 보육기관을 통해 초간편 서류로 신청 가능토록 한다.
2단계 경우 5천명 대상으로 지역별 창업 오디션을 열어 1천명을 선별하는 가운데 1인당 최대 2천만원을 지원하는 한편 지역 오디션을 통과한 ‘창업 루키’ 100명에겐 최대 1억원의 사업화 자금이 지원된다.
3단계는 ‘글로벌 스타트업 페스티벌’로 창업 루키 100명이 참여하는 대국민 창업 경진 대회를 열어 최종 우승자에게 상금·벤처 투자를 합쳐 10억원 이상 지원되는 가운데 과정이 창업 오디션 프로그램으로 제작돼 방송에 내보내는 방안이 추진된다. 다만 방송사·송출 방식은 아직 확정되지 않은 채 검토·기획 단계다.
4단계는 투자·후속 지원이 이뤄지는 가운데 500억원 규모 ‘창업 열풍 펀드’를 새로 조성해 초기 창업자에 대한 투자를 이어가면서 테크 창업가 경우 공공구매 연계·해외 전시회 참여·국내 100개 수요기업 연결 등이 지원된다. 지역 창업가 역시 자금·역량 강화·글로벌 시장 개척 지원 등이 병행되며 정부 관광 프로그램 결합도 추진된다.
실패를 전제로 재도전 장치도 있는 가운데 최종 탈락자·실패 경험자에게 ‘도전·실패 경력서’가 발급하는 재도전 플랫폼이 구축된다. 또 실패 창업자들을 위한 지원책으로 1조원 규모 재도전 펀드가 마련되며 전국 단위 ‘재도전 응원 본부’가 운영돼 원스톱 서비스가 제공된다.
이 프로젝트는 오는 3월 공모를 시작해 12월까지 진행되며 운영 결과를 평가해 내년도 지속 여부·형태를 논의하는 가운데 지원 자격·심사 기준 등 세부 내용은 오는 3월 공고에서 확정 예정이다.
