민선 첫 3선 포항시장인 이 시장은 이날 “경북의 미래를 위해 ‘제2의 박정희’가 되겠다”며 “AI와 로봇산업을 중심으로 경북중흥의 새 길을 열겠다”고 밝혔다.
이 시장은 “경북에는 과거의 영광을 계승하면서 미래 50년을 준비할 수 있는 행정가가 필요하다”며 “말이 아닌 실천으로 경북의 경제 지도를 다시 그리겠다”고 강조했다.
그는 박정희 전 대통령의 산업화 성과를 거론하며 “경부고속도로와 포항제철, 구미산단을 통해 경북을 농업 중심에서 제조업 중심으로 바꾼 결단과 실천의 정신을 계승하겠다”고 말했다. 이어 “AI와 로봇산업으로 경북 경제를 재도약시키겠다”고 밝혔다.
이 시장은 다른 도지사 출마 정치인들을 향해서는 “경북에는 말로 싸우는 정치가가 아니라 미래를 준비하는 행정가가 필요하다”며 “정치가는 여의도로 가서 정치를 하시라”고 직격했다.
이날 이 시장은 1호 공약으로 AI와 로봇산업 육성을 제시했다. 구미·영천·포항을 잇는 ‘로봇제조실증벨트’를 중심으로 기업 클러스터를 조성하고, 대구·경북 로봇산업특구 지정을 추진하겠다고 밝혔다. 또 도지사 직속 로봇산업지원센터 설치, 로봇농업 실증, 로봇교육·체험 인프라 확충 계획도 제시했다.
AI 산업과 관련해서는 AI 데이터센터 추가 유치와 AI 산업단지 조성, 도시와 제조현장을 잇는 ‘AI 고속도로’ 구축 구상을 내놨다.
이 시장은 경북을 ‘경제자유특별도’로 만들겠다는 공약도 발표했다. 기존 경제자유구역의 경쟁력을 강화하는 동시에 구미, 의성, 안동, 경주 등을 신규 경제자유구역으로 지정해 총 7곳을 축으로 경북 경제를 재편하겠다는 구상이다.
에너지와 산업 구조 전환을 통한 균형발전 전략도 제시했다. 동해안을 원전·SMR·수소 기반의 에너지·AI 성장축으로 육성하고, 지역별 산업 특화 전략을 통해 경북 전역의 산업 구조를 재편하겠다고 밝혔다.
이 시장은 “산업과 에너지 대전환을 통해 도민 소득 4만 달러, 일자리 10만 개, 투자 유치 20조 원 시대를 열겠다”고 말했다.

출마 선언을 마친 이 시장은 구미에 있는 박정희 전 대통령 동상과 김윤환 전 신한국당 대표의 묘소를 참배했다.
