[브레이크뉴스=황민성 기자] 양산시는 지역 의료공백 해소와 필수 의료 기반 강화를 위해 ‘양산형 지역 필수의사제’를 2월부터 본격 가동 한다고 2일 밝혔다.
지난해 보건복지부의 전국 광역 시도를 대상으로 한 지역필수의사제 공모결과 경남, 강원, 전남, 제주 등 4개 시 ·도가 선정됐으며, 경남의 경우 양산부산대학교병원, 삼성창원병원, 경상국립대학교병원 등 상급종합병원 중심으로 사업이 추진되고 있다.
하지만 실제 지역의료 현장에서는 필수 의료 인력난이 상급종합병원보다 지역 내 2차 병원에서 더욱 심각하게 나타나고 있는 실정으로, 응급·입원·야간진료 등 24시간 필수 의료 기능을 수행하는 지역 응급의료 기관들이 전문의 확보에 어려움을 겪고 있다.
이에 양산시는 의료 인력난으로 인한 지역 주민의 의료 접근성 저하 등 조직적 한계를 보완하기 위해 전국 최초로 기초자치단체 차원에서 지역응급의료기관을 대상으로 하는 ‘양산형 지역 필수의사제’를 도입했다.
이는 정부형 제도의 상급병원 중심 구조를 보완하는 ‘현장 맞춤형 필수 의료 인력 확보 모델’이라는 점에서 의미가 크다.
또한 ‘양산형 지역필수의사제’는 단순한 의사 수 증원이 아니라, 지역 내 병원이 응급 등 24시간 진료 수행과 지역 환자 중심 운영체계를 안정적으로 유지할 수 있도록 지원하는 제도로서 특히, 단기 지원에 그치지 않고 5년 계약 종료 이후에도 의료진이 지역에 정착할 수 있도록 시 차원의 지속 지원 방안도 함께 마련해 시행한다.
아울러 양산시는 사업 추진의 제도적 기반 마련을 위해 지난해 양산시 공공 보건의료 지원에 관한 조례를 제정했으며 지원 대상을 지역응급 의료기관으로 지정된 병원급 의료기관으로 규정하고 의료 현장의 인력 수급 현실을 반영해 정부형 제도의 전문의 경력 5년 이내 요건을 완화하여 전문의 경력 10년 이내로 지원 자격을 확대했다.
그 결과 지난달 30일 양산시 유일 지역응급의료기관인 베데스다복음병원이 지역 필수 의사 참여 의사를 밝힌 전문의 2명을 확보해 참여 신청서를 양산시보건소로 제출했다.
참여 예정 전문의는 내과 1명, 신경과 1명으로 둘 다 지역 내 의료 수요가 높은 필수 진료과에 해당한다.
양산시는 신청 의료기관을 대상으로 지역 의료여건, 사업계획의 충실성, 수행 의지 등을 종합 평가해 최종 사업 수행기관을 선정할 방침이다.
양산시 보건소 관계자는 “필수 의료 공백은 대형 병원이 아니라 지역의료 현장에서 먼저 발생하고 있다”며 “양산형 지역 필수의사제는 이러한 구조적 문제를 해결하기 위한 실질적인 대안 모델로, 지역 주민이 지역 안에서 24시간 안정적으로 진료받을 수 있는 의료체계 구축에 행정적·재정적 지원을 아끼지 않겠다”고 전했다.
