[브레이크뉴스=황민성 기자] 통영시가 욕지도 지역의 식수난 해소를 위해 행정력을 총동원한 비상대응에 나섰다고 3일 밝혔다.
욕지도는 지난해 10월 17일 이후 누계 강수량이 39.5mm밖에 되지않고 있다.
2018~2023년까지 욕지도지구 도서지역 식수원 개발사업에 총사업비 33억7300만원을 투입해 욕지댐을 94만톤에서 181만톤으로 확장했으나, 급수구역이 욕지도 본섬 10개마을에서 본섬 포함 부속도서인 연화도·우도·노대도 등 25개마을로 확대가 됐지만, 취수원을 식수댐에 온전히 기대고 있어 가뭄에 취약한 지역이다.
이에 욕지도 가뭄에 선제적으로 대응하기 위해 2일 김광용 행정안전부 재난안전관리본부장 등(기후부·경상남도·한국수자원공사) 욕지댐에 대한 현장점검을 실시했다.
시는 지하수 관정을 통해 100톤/일의 대체수원을 확보했으며, 누수탐사를 통해 복구공사 등 추진하고 있으나, 계속되는 수위저하로 설 명절 이후 식수댐 수위 단계별 운영계획에 따라 제한급수를 예상하고 있다.
또한 제한급수로 인한 주민불편이 최소화될 수 있도록 급수선을 통한 비상식수 공급 및 병물 지원 등 식수지원을 준비중이며, 중장기대책으로 취수원을 추가 확보하기 위한 욕지도 지하수저류댐 설치사업과 유수율 제고를 위해 통영시 욕지중블록 노후상수관망 정비사업을 추진 중에 있다.
천영기 통영시장은 “욕지도 가뭄은 단순한 불편을 넘어 주민 생활과 안전에 직결된 문제”라며 “가용가능한 모든 행정력을 동원하여 식수공급에 차질이 없도록 하고 장기적으로도 수자원체계를 구축하여 가뭄 극복을 위해 총력을 다하겠다”고 전했다.
한편 통영시는 앞으로도 기상 상황 및 욕지댐을 면밀히 분석해 단계별 대응을 이어가며, 한국수자원공사 등 유관기관과 긴밀한 협조를 통해 욕지도 주민들이 안심하고 생활할 수 있도록 할 예정이다.
