브레이크뉴스 정명훈 기자= 더불어민주당과 정부가 대형마트의 전자상거래(온라인) 영업시간 규제를 일부 완화하는 방향으로 법 개정을 추진한다. 그동안 심야 영업 규제가 오히려 쿠팡 등 온라인 플랫폼의 시장 지배력만 키웠다는 문제의식이 작용한 것으로 풀이된다.
5일 민주당에 따르면 당정은 전날 한국수출입은행에서 비공개 협의회를 열고 대형마트 영업시간 규제를 담은 유통산업발전법 제12조의2 개정을 논의했다.
해당 조항은 대형마트와 중소 상인의 상생을 위해 대형마트의 영업시간을 제한하고 의무휴업일을 두도록 한 규정으로, 2012년 도입돼 올해로 14년째 시행 중이다.
당정은 이 조항에 단서를 추가해 전자상거래에 한해 규제 예외를 허용하는 방안을 추진하기로 의견을 모았다. 빠르면 한두 달 내에 법 개정에 필요한 사전 작업을 마무리한다는 계획이다.
다만 오프라인 매장 영업시간 규제 완화는 추진하지 않는다. 또한 법 개정에 앞서 소상공인과 배달 종사자 보호를 위한 상생 협약을 병행하기로 했다.
이 같은 규제 완화 논의가 알려지면서 대형마트 주가는 즉각 반응했다. 5일 오전 9시 23분 기준 이마트는 전 거래일 대비 6.66% 오른 10만900원에 거래됐다. 장 초반에는 11.95% 급등한 10만5900원을 기록하며 52주 신고가를 경신하기도 했다.
시장에서는 정부와 여당이 오프라인 유통업체의 새벽배송을 허용하는 방향으로 유통산업발전법 개정을 검토하고 있다는 점이 매수세를 자극한 것으로 보고 있다.
한편 현행법상 대형마트는 자정부터 오전 10시까지 심야 영업이 제한돼 있다. 그러나 법이 개정되면 대형마트와 기업형 슈퍼마켓(SSM) 등도 심야 시간대에 포장·반출·배송 등 온라인 관련 영업이 가능해질 전망이다.
