이 의원은 이날 목포대학교 남악캠퍼스에서 열린 ‘광주·전남 통합특위 5차 점검회의’에 참석해, 정부 부처가 검토 과정에서 에너지 분권, AI 산업 지원, 예타 면제 등 주요 특례 조항에 대해 대거 ‘불수용’ 입장을 밝힌 데 대해 이같이 지적하고 대응 방안을 제시했다.
전남도와 광주시의 보고에 따르면, 정부는 ▲지방채 발행 한도 특례 ▲지역 에너지 분권을 위한 10GW 전기사업 인허가권 ▲해상풍력 공동접속설비 국비 지원 ▲인공지능(AI) 집적단지 전력 차등 요금제 ▲국가산단 예타 면제 ▲개발제한구역(GB) 해제 권한 확대 등 지역 발전에 필수적인 조항들에 대해 ‘타 지자체와의 형평성’과 ‘국가 정책의 통일성’ 등을 이유로 난색을 표했다.
이에 대해 이개호 의원은 “특례라는 것 자체가 형평성을 벗어나 특별한 지위를 부여하는 것인데, 이를 형평성 잣대로 재단하며 거부한다면 그것은 ‘특별법’이 아니라 ‘보통법’에 불과하다”고 지적하며 “정부가 통합의 명분과 지역 균형발전의 취지를 살려 실질적인 권한을 이양해야 한다”고 강조했다.
