포항 해병대 1군단 창설 범시민 추진위원회는 10일 포항시청 대회의실에서 발대식과 첫 회의를 열고 구성원 소개와 향후 추진 계획을 공유했다. 추진위는 해병대 준4군 체제 완성을 위해 군단급 지휘부 창설이 필요하다는 데 뜻을 모으고, 범시민적 공감대 형성에 나서기로 했다.
이날 발대식에는 김일만 포항시의회 의장을 비롯해 김상민·박칠용·김종익·양윤제 포항시의원, 황진일 포항시개발자문연합회장, 고한중 포항시해병대전우회장, 허종수 민관군 협력관, 이광형 전우회 후원회장, 하상곤 전우회 자문위원장, 이태헌 포항시이통장연합회장, 황승욱 포항문화관광협회장, 류득곤 포항뿌리회장, 이강식 포항시향토청년회장, 김신영 포항시여성단체협의회장, 이동걸 포항시지속가능발전협의회장, 김한상 포항청년회의소 회장, 김구암 포항상공회의소 사무국장 등 지역 단체장과 군 관련 인사들이 대거 참석했다.
하상곤 포항시해병대전우회 자문위원장은 범시민 추진위원장으로 추대됐다. 추진위는 다음 달 중 30~45개 단체가 참여하는 범시민 포럼을 개최해 군단 창설 필요성과 추진 전략을 구체화하고, 시민 공감대 확산에 나설 계획이다.
추진위 출범은 국방부가 지난해 말 발표한 ‘준4군 체제로의 해병대 개편 방안’과 맞물려 주목받고 있다. 당시 국방부는 해병대사령관 권한 강화와 작전통제권 환원, 작전사령부 창설 검토 등을 제시했으나, 군단 창설과 병력 증강 방안은 포함하지 않았다. 추진위는 군단 승격이 빠진 개편안으로는 준4군 체제 완성이 어렵다고 보고 있다.
이날 회의에서는 정부가 검토 중인 ‘해병대 작전사령부’ 창설을 둘러싼 현실적 대안도 논의됐다. 허종수 민관군 협력관은 “포항은 해병대 1사단과 항공단, 도서 방어 전력을 보유하고 있어 작전사급 지휘부 설치에 적합한 여건을 갖추고 있다”면서도 “군단 승격을 위해서는 추가 사단 편성이 필요해 국방 정책상 병력 감축 기조와의 조율이 필요하다”고 설명했다.

반면 고한중 포항시해병대전우회장은 “작전사령부 설치만으로는 병력과 장비 증강에 한계가 있다”며 “군단급 체계가 구축돼야 지휘 안정성과 사령관 권한 강화가 가능하고, 포항은 이미 관련 인프라를 갖춘 최적지”라고 강조했다.
지역 자생 단체들은 군단 승격이 지역 사회에 미칠 파급 효과에도 주목했다. 황진일 포항시개발자문연합회장은 “군단급 격상은 교육·주거·의료 등 생활 인프라 확충과 지역경제 활성화로 이어질 수 있다”며 시민사회 전반의 협력을 촉구했다.
추진위는 군단 창설을 통해 안보와 경제 두 측면의 효과를 동시에 기대하고 있다. 안보 측면에서는 상륙작전과 도서 방어 능력 강화, 신속 대응이 가능한 지휘체계 구축을 제시했다. 경제 측면에서는 병력 1만 명 이상 증강과 이에 따른 인구 유입 2만 명 이상, K-방산 거점 육성, 전역자 경력형 일자리 창출 등을 목표로 제시했다.
추진위는 다음 달 초 범시민 포럼에서 수렴한 의견을 바탕으로 공동 성명을 발표하고, 시민 서명운동 등 군단 승격을 위한 본격적인 범시민 운동에 돌입할 계획이다.

Ha Sang-gon, Pohang City Marine Corps Comrades Association Advisory Committee Chairman, was elected as the Pan-Citizen Promotion Committee Chairman. The committee plans to hold a citizen-wide forum with 30-45 organizations next month to concretize the necessity and implementation strategy for establishing the corps and to broaden public consensus.

Local self-governing organizations also noted the potential ripple effects of the corps upgrade on the local community.
