충남 당진시가 장기화되는 경기 침체와 고금리 여파로 자금난을 겪고 있는 지역 소상공인들을 위해 금융 지원의 문턱을 낮추고 지원 규모를 대폭 늘리는 등 선제적인 경제 방어 행보에 나섰다.
이를 위해 당진시는 11일 시청 접견실에서 NH농협은행, 충남신용보증재단과 함께 ‘소상공인 특례보증 금융지원 업무협약’을 체결하고, 어려움에 처한 골목상권을 살리기 위한 추가 재원 확보를 공식화했다.
이번 협약은 지난주 하나은행과의 협력에 이은 연속적인 조치로, 충남도 내 지자체 중 금융기관 매칭 출연 방식의 특례보증을 가장 신속하게 추진한 사례로 평가받고 있다.
이번 협약의 핵심은 당진시와 NH농협은행이 각각 3억 원씩 총 6억 원을 공동으로 출연하고, 충남신용보증재단이 이를 바탕으로 출연금의 12배에 달하는 72억 원 규모의 특례보증을 제공하는 것이다.
이 시스템이 가동되면 담보 능력이 부족하거나 신용도가 낮아 제1금융권 이용이 어려웠던 소상공인들도 저금리로 운영자금을 빌릴 수 있는 길이 넓어진다.
특히 고금리 기조 속에서 이자 부담에 허덕이던 자영업자들에게 실질적인 ‘숨통’을 틔워줄 것으로 기대된다.
당진시의 소상공인 지원 행보는 연초부터 치밀하게 이어져 왔다. 지난 1월 자체적으로 7억 원을 출연해 84억 원 규모의 보증 지원을 시작한 것을 기점으로, 최근 하나은행 및 NH농협은행과의 연쇄 협약을 통해 누적 지원 규모를 총 228억 원까지 끌어올렸다.
