[브레이크뉴스=황민성 기자] 함양군이 지방소멸 위기 극복과 정주환경 개선을 위해 안의면과 서상면 일원에 총 257억 원 규모의 도시재생사업을 본격 추진하며 가시적인 성과를 거두고 있다.
군은 용평(2019~2022년)과 인당마을(2020~2024년) 도시재생사업의 성공 경험을 바탕으로, 안의면 154억 원, 서상면 103억 원을 투입해 군민이 체감할 수 있는 주거·생활환경 대전환을 추진한다는 방침이다.
▶‘쇠퇴 도심 재생 통한 지역 활력 회복
이번 사업은 도시재생 활성화 및 지원에 관한 특별법에 근거해 쇠퇴한 구도심의 지역 역량을 강화하고, 지역 자원을 활용한 경제·사회·물리적 재생을 목표로 추진되고 있다.
함양군은 체계적인 사전 준비와 행정 대응을 통해 대규모 국·도비를 확보했으며, 단순 환경 정비를 넘어 미래형 도심 재건 기반을 마련했다.

▶ 안의면, ‘햇살 안의빌리지’ 중심 생활·관광 거점 조성
안의면 도시재생사업은 주민과 상인이 협력해 거점시설 기능을 주민 중심으로 재편하고, 지역 특화 자원을 활용한 골목상권 활성화에 중점을 두고 있다.
연면적 768.3㎡, 1,770.2㎡ 규모의 햇살 안의빌리지 재건축(1층), 안의약초발전소 리모델링(2층)과 더불어 연암 실학기념관, 라이브커머스 스튜디오 구축 등이 2026년 마무리를 목표로 추진 중이다.
이는 안의면의 특산물인 약초 산업과 연암 박지원 선생의 실학 정신이라는 지역 테마 자원을 관광 인프라와 연계하여 안의면만의 독보적인 도시 브랜드 이미지를 구축할 수 있을 것으로 보고 있다.

통합 솔루션 아카이빙의 하나로 안의중학교 학생들의 웹툰 작품 전시와 저작권 등록을 추진하는 등 지역의 숨은 이야기를 콘텐츠화하는 작업도 병행하고 있다.

▶ 서상면, ‘주민 모아센터’ 중심 공동체 회복
서상면은 공동체 거점 조성과 주거환경 개선을 통해 생활환경 전반의 질을 높이고 있다.
구 서상시장터를 정비해 조성 중인 ‘주민 모아센터’는 향후 복합 문화공간으로 활용될 예정이다.
이를 위해 기존 구 서상시장터 건물을 정비하며 새로운 공간 조성을 시작했으며, 이곳은 향후 서상의 역사와 문화를 담은 마을 흔적관과 주민 편의시설이 어우러진 다목적 광장으로 거듭날 예정이다.

지속적 운영 발판 마련을 위해 주민이 직접 참여하는 주민건강프로그램 등 도시재생대학 운영과 더불어 주민 스스로 개최하는 작은 축제 실시, 서상중학교 크리에이터 양성 교육 등 주민의 삶에 활력을 불어넣는 소프트웨어 사업도 현장에서 활발히 진행 중이다.

함양군은 사업 종료 이후에도 시설이 안정적으로 운영될 수 있도록 마을관리협동조합 등 사회적 경제조직 육성에 힘쓰고 있다.
수익 구조를 선순환시키고 주민 주도의 운영 체계를 구축해 지속 가능한 도시재생 모델을 완성한다는 계획이다.
