[브레이크뉴스=황민성 기자] 남해군이 농림축산식품부의 ‘농어촌 기본소득 시범사업 시행지침’이 최종 확정·통보됨에 따라 오는 27일 농어촌 기본소득을 최초 지급한다고 밝혔다.
농어촌 기본소득 시범사업은 인구소멸 위기에 놓인 농촌 지역 주민에게 매월 15만원을 지역사랑상품권으로 지급해 소득안정과 지역경제 선순환, 공동체 활성화를 유도하기 위한 사업이다.
이번 지급은 최초 신청기간에 접수한 신청자 중 자격 확인과 읍·면위원회 심의를 거쳐 최종 확정된 대상자에게 이뤄진다.
남해군은 농식품부 확정 지침에 따라 인구구조 특성과 주민들의 소비 편의를 고려해 생활권을 ‘읍 권역’과 ‘면 권역’으로 분리된 2개 권역을 설정했으며 1권역 거주자는 읍뿐만 아니라 면 전역에서도 사용이 가능하고 2권역 거주자는 읍을 제외한 9개 면 지역에서 사용할 수 있다.
다만, 중심지 집중 업종인 병원, 약국, 학원, 안경점, 영화관 5개 업종은 거주지와 상관없이 남해군 전역에서 사용한도 제한없이 사용 가능하다.
사용처는 읍 주민과 면 주민 모두 주유소·편의점·면 지역 하나로 마트 합산 최대 5만원까지 사용 가능하다.
사용기한은 읍 주민은 지급한 날로부터 90일 면 주면은 180일까지 사용할 수 있다.
요양시설·병원 입소자의 경우 관내 시설 입소자 및 입원자는 지급 대상이다.
다만 대리 신청은 관내에 실거주하는 직계존비속 또는 배우자, 후견인만 가능하다.
관외 시설 입소자나 병원 입원자는 관내 실거주 대리인이 신청할 경우 60일 한도로 지급한다.
남해군 관계자는 “농어촌 기본소득은 지역 내 소비를 촉진해 지역경제를 살리는 정책”이라며 “실거주 기준을 명확히 하고 지급 관리를 강화해 지역 내 순환 효과를 높이겠다”고 밝혔다.
