대전광역시의회가 장애인의 일상과 자립을 지탱하는 핵심 서비스인 ‘장애인 활동지원사업’의 내실화를 위해 현장 전문가 및 종사자들과 머리를 맞댔다.
대전시의회 복지환경위원회는 24일 시의회 소통실에서 황경아 의원(국민의힘, 비례대표) 주재로 '장애인활동지원기관·인력 운영 개선을 위한 의견청취 간담회'를 개최했다고 밝혔다.
이번 간담회는 실제 운영 현장의 고충을 파악하고, 활동지원사와 전담 인력의 처우 개선을 통해 서비스 질을 높이기 위한 정책적 대안을 모색하고자 마련됐다.
간담회는 황경아 의원이 좌장을 맡은 가운데, 목원대학교 사회복지학과 김동기 교수의 주제발표로 시작됐다.
김 교수는 장애인 활동지원제도가 자립생활의 필수 요소임을 강조하며, 대전시의 현황 분석을 바탕으로 기관 운영의 구조적 한계 ,인력 수급의 불안정성 ,최근 도입된 개인예산제 시행에 따른 대응 전략 등을 심도 있게 제안했다.
이어진 토론에서는 장애인활동지원기관장과 전담 인력, 활동지원사들이 직접 참여해 현장의 생생한 목소리를 전달했다. 특히 활동지원사의 열악한 처우 개선과 전담 인력의 안정적인 수급을 위한 실질적인 예산 지원 및 제도적 보완책 마련이 시급하다는 의견이 지배적이었다.
노상권 대전시 장애인복지과장도 참석해 행정적 차원의 검토 사항을 공유하며 실효성 있는 정책 추진 의지를 보였다.
황경아 의원은 “장애인 활동지원사업은 장애인의 생존권과 직결된 중요한 사회안전망”이라며 “단순히 서비스를 제공하는 것에 그치지 않고, 이를 수행하는 기관과 인력이 안정적으로 운영될 수 있는 토대를 만드는 것이 중요하다”고 강조했다.
또한 황 의원은 “이번 간담회에서 도출된 다양한 의견들이 실제 정책에 반영되어 지속 가능한 활동지원 체계가 구축될 수 있도록 의회 차원의 입법 및 예산 지원 활동에 최선을 다하겠다”고 덧붙였다.
