[브레이크뉴스=배종태 기자] 부산이 해양수산부 이전에 이어 산하기관 이전 논의까지 본격화하는 가운데, 지역 대학과 기업이 함께 해양수산 산업 경쟁력 강화에 나섰다.
국립부경대학교는 2월 27일 용당캠퍼스에서 ‘부산형 RISE 수산해양산업 Open-UIC 필드캠퍼스’ 개소식을 열었다. 이날 행사에는 부산시, 남구, 부산라이즈혁신원, 지역 대학과 기업 관계자 등 100여 명이 참석해 산학협력의 새로운 출발을 알렸다.
Open-UIC(University-Industry Collaboration)는 부산형 RISE(Regional Innovation System by Education) 사업의 핵심 모델로, 대학의 교육·연구 인프라를 지역 주력 산업과 연계한 개방형 협력 플랫폼이다. 부경대는 수산해양 분야를 중심으로 산업 고도화와 신산업 창출을 선도하는 거점 대학으로 자리매김할 계획이다.
필드캠퍼스는 수산, 해양과학, 조선·해양플랜트, 해운·항만물류, 해양금융, 해양관광·레저, 해양환경·안전 등 7대 산업을 전략적으로 육성한다. 이를 위해 부경대와 협력 기관들은 △기술혁신(Blue-Tech) △스마트화(Smart-Standard) △지속가능성(ESG-Maritime) △디지털 전환(Digital Transformation)을 핵심 추진 전략으로 설정했다.
현재 165개 기관이 참여하는 Open-UIC 협의체가 구축돼 있으며, 부산명품수산물협회, 조선해양플랜트엔지니어링협동조합(KOSEC), 한국로봇융합연구원, 한국해양수산개발원 등이 입주해 공동 연구와 인재 양성에 나서고 있다. 부경대는 또한 현장 중심의 연구개발 50건과 함께 2026년 1학기 석사과정 ‘블루푸드테크 계약학과’를 신설해 전문 인력 양성에도 속도를 낼 방침이다.
배상훈 부경대 총장은 “이번 필드캠퍼스는 수산해양 도시 부산의 지속 가능한 발전을 이끌 혁신 거점이 될 것”이라며 “대학, 지자체, 기업이 경계를 넘어 협력하는 살아있는 플랫폼으로 발전시키겠다”고 말했다.

As the Ministry of Oceans and Fisheries relocates to Busan and discussions to move its affiliated agencies gain momentum, local universities and companies are joining forces to boost the city’s marine and fisheries competitiveness.
Pukyong National University opened the “Busan RISE Marine and Fisheries Industry Open-UIC Field Campus” on February 27 at its Yongdang Campus. The opening ceremony brought together officials from the Busan Metropolitan Government, Nam-gu District, the Busan RISE Innovation Institute, and representatives from universities and industry, marking a new phase of collaboration.
The Open-UIC (University-Industry Collaboration) model is a key initiative of the Busan RISE (Regional Innovation System by Education) project, designed to connect universities’ education and research capacity with Busan’s leading industries through an open cooperation platform. Pukyong University plans to spearhead industrial advancement and new business creation in the marine and fisheries sector.
The Field Campus will focus on seven strategic industries: fisheries, marine science, shipbuilding and offshore plants, shipping and port logistics, marine finance, marine tourism and leisure, and marine environment and safety. To this end, the university and partner organizations have adopted four core strategies—Blue-Tech (technology innovation), Smart-Standard (digitalization), ESG-Maritime (sustainability), and Digital Transformation.
More than 165 institutions have joined the Open-UIC consortium, including the Busan Premium Fisheries Association, the Korea Offshore and Shipbuilding Engineering Cooperative (KOSEC), the Korea Institute for Robot and Convergence, and the Korea Maritime Institute. Together, they are carrying out joint research, talent development, and entrepreneurial support programs. Pukyong also plans to launch a graduate program in Blue Food Technology starting in the spring semester of 2026 to train field-ready professionals.
“Open-UIC will serve as an innovation hub driving Busan’s sustainable growth as a global marine city,” said Pukyong University President Bae Sang-hoon. “It represents a living platform of collaboration where universities, local governments, and industries move forward toward shared goals.”
