고양특례시가 대한민국 콘텐츠 산업의 미래를 책임질 ‘IP융복합 콘텐츠 클러스터’ 조성의 첫 삽을 떴다.
고양특례시는 3일 오후 3시, 일산서구 대화동 2705번지 일원에서 ‘IP융복합 콘텐츠 클러스터’ 착공식을 개최하고 본격적인 공사에 들어갔다고 밝혔다.

이날 행사에는 이동환 고양특례시장을 비롯해 문화콘텐츠 분야 기업인 및 유관기관 관계자 100여 명이 참석해 사업의 성공적인 추진을 기원했다.

이번 사업은 지난 2021년 문화체육관광부 공모에서 경기도가 사업지로 선정된 후, 도내 시·군 경쟁을 거쳐 고양시가 최종 대상지로 확정되며 시작됐다.
총사업비 286억 원이 투입되는 클러스터는 연면적 5,198㎡(지하 1층~지상 4층) 규모로 건립된다.
층별 주요 시설로는 ▲1~2층: 전시·체험 공간 및 굿즈 판매장 ▲3층: 창작 및 연구개발(R&D) 공간 ▲4층: 기업 입주실 및 비즈니스 라운지가 들어설 예정이다. 내년 하반기 완공을 목표로 하고 있다.

IP융복합 콘텐츠 클러스터는 단순히 건물을 짓는 것에 그치지 않고, 웹툰, 방송, 게임 등 다양한 장르의 지식재산(IP)이 서로 융합하여 새로운 가치를 창출하는 ‘복합 플랫폼’ 역할을 수행한다.
최근 하나의 인기 IP가 드라마, 게임, 메타버스 등으로 확장되는 추세에 맞춰, 고양시는 이곳을 통해 창작-제작-사업화-유통으로 이어지는 전 과정을 유기적으로 지원할 방침이다.
특히 인근의 방송영상밸리, 일산테크노밸리, 킨텍스 등 풍부한 인프라와 연계해 콘텐츠 산업의 집적 효과를 극대화한다는 전략이다.

시는 클러스터 완공 전부터 고양산업진흥원과 함께 ‘사전사업’을 추진하며 운영 기반을 닦아왔다.
지난해에만 13개 기업에 9억 3천만 원을 지원해 13건의 융복합 IP를 발굴했으며, 특허 포함 27건의 저작권을 확보하는 성과를 거뒀다.
올해 역시 10억 원 규모의 예산을 투입해 13개 기업을 추가 지원할 계획이다.
이를 통해 클러스터 준공 시점에 즉시 투입 가능한 우수 콘텐츠와 입주 기업 풀(Pool)을 미리 확보하겠다는 구상이다.
이동환 고양특례시장은 “이번 착공식은 고양시가 콘텐츠 산업을 미래 핵심 먹거리로 삼고 본격적으로 도약하는 출발점”이라며, “문화체육관광부, 경기도와 긴밀히 협력해 우리 콘텐츠 기업들이 세계로 뻗어 나갈 수 있는 든든한 토대를 만들겠다”고 강조했다.

Goyang Special City announced the official commencement of construction on the 'IP Convergence Content Cluster,' which will take center stage at 3:00 PM on the 3rd at 2705 Daehwa-dong, Ilsanseo-gu.

Even before the cluster's completion, the city has been laying the groundwork for its operation by promoting "preliminary projects" with the Goyang Industry Promotion Agency.

This year, Goyang City plans to invest KRW 1 billion to support an additional 13 companies.
