[브레이크뉴스=배종태 기자] 지방자치제도가 본격 출범한 지 30년을 맞았지만, 여전히 지방정부가 중앙정부의 재정에 종속되고 국회의원의 공천권 사유화로 인해 자치 본연의 의미를 상실했다는 시민사회의 통렬한 비판이 제기됐다.
경제정의실천시민연합(이하 경실련)은 27일 부산에서 전국 24개 지역 조직이 참여한 가운데 '지방선거 공천권 개혁과 지방분권 실현을 위한 부산 선언'을 발표했다. 이들은 다가오는 제9회 전국동시지방선거를 중앙정치 예속화를 극복하는 정치개혁의 출발점으로 삼아야 한다고 강조했다.
"돈 없는 지방자치" 2대 8 재정 구조 타파 촉구
경실련은 선언문을 통해 지방자치단체 평균 재정자립도가 48.6%에 불과한 현실을 지적하며, 재정적 뒷받침 없는 지방자치는 '허상'이라고 규정했다. 특히 서울(79.13%)과 전북(27.01%)의 극심한 재정 격차는 지역 불균형을 심화시키는 핵심 원인으로 지목됐다.
지방세 비율은 1995년 이후 20%대 박스권에 갇혀 있는 반면, 지방정부가 수행해야 할 사무 비중은 36.5%에 달해 업무와 재원의 불일치가 심각한 상황이다. 경실련은 현재 2대 8 수준인 국세와 지방세 비율을 6대 4까지 조정하는 근본적인 재정 분권 변혁을 완수하겠다고 밝혔다.
기초의원 공천권 사유화... "정당 민주주의 좀먹는 구조적 부패"
정치 분야에서는 기초의원이 지역구 국회의원의 '하수인'으로 전락한 구조를 강하게 비판했다. 경실련은 거대 양당이 장악한 지방의회에서 국회의원의 낙점이 곧 당선으로 이어지는 현실이 기초의원을 정치적 생존을 위해 중앙정치에 예속시키고 있다고 진단했다.
특히 공천 헌금 수수 의혹과 밀실 공천 문제를 언급하며, 공천심사위원회의 독립성 보장과 시민 공천 제도 확대를 대안으로 제시했다. 인맥이나 계파가 아닌 객관적 지표에 따른 투명한 공천 시스템을 구축해 국회의원 1인의 영향력을 배제하는 구조적 개혁이 시급하다는 입장이다.
졸속 행정통합 반대... 주민 주도 민주적 방식 요구
최근 전국적으로 확산 중인 광역단체 간 행정통합 논의에 대해서도 우려를 표했다. 대구·경북, 대전·충남 등에서 추진 중인 통합 논의가 주민 숙의 과정 없이 정치권 주도의 '하향식'으로 흐르고 있다는 지적이다.
경실련은 절차적 정당성이 결여된 졸속 통합은 심각한 후유증을 남길 수 있다고 경고했다. 이어 중앙정부가 행정통합의 명확한 기준과 지침을 마련하고, 주민이 주체적으로 참여하는 민주적 의사수렴 과정을 반드시 거쳐야 한다고 촉구했다.
지방분권운동본부 구성... 전국적 시민운동 전개
전국 경실련은 이번 선언을 계기로 '지방분권운동본부'를 구성하고 실천적인 연대 활동에 돌입했다. 이들은 재정 분권, 선거제도 개혁, 국가균형발전 강화, 자치분권 개헌 등을 지속적인 과제로 추진할 계획이다.
경실련 관계자는 "중앙정부가 곳간 열쇠를 쥐고 지방의 팔다리를 묶어두는 한 진정한 민주주의는 피어날 수 없다"며 "지속 가능한 대한민국을 위해 지방분권과 균형발전은 선택이 아닌 필수 과제"라고 밝혔다.

Ending Fiscal Subordination
The declaration highlighted a severe imbalance in financial independence. While the average financial independence rate for local governments stands at 48.6%, the gap between Seoul (79.13%) and North Jeolla Province (27.01%) exceeds 52%.
CCEJ argued that local autonomy is impossible without matching funds. Currently, local taxes account for only 24.6% of total tax revenue, despite local governments handling 36.5% of administrative duties. The coalition proposed a "6:4 ratio" reform to increase the local tax share to 40%.
Reforming the Nomination System
The coalition took aim at the "privatization of nominations" by National Assembly members. Under the current partisan nomination system, local council candidates often depend on the whims of central party influential figures rather than local voters.
To combat this "structural corruption," CCEJ demanded: ▲Strengthening disclosure rules for political donations. ▲Guaranteeing the independence of nomination committees.▲Expanding "Citizen Nomination" systems to reduce the influence of individual lawmakers.
Critique of Hasty Administrative Mergers
The declaration also addressed ongoing discussions regarding administrative mergers in regions like Daegu-Gyeongbuk and Gwangju-Jeonnam. CCEJ warned that these mergers are being pushed through a "top-down" approach without sufficient public deliberation.
The group cautioned that hasty mergers led by politicians could result in regional conflict and inefficient budget allocation. They called for a democratic process driven by residents rather than political calendars.
A National Movement for Decentralization
In response to these challenges, the 24 regional chapters of CCEJ announced the formation of the **Local Decentralization Movement Headquarters**. The body will focus on four pillars: fiscal decentralization, election system reform, balanced national development, and constitutional amendments for autonomy.
"True democracy cannot bloom as long as the central government holds the keys to the storehouse," the declaration stated. "Realizing local decentralization is not an option but a necessity for a sustainable South Korea."
