그는 “어르신들이 가장 두려워하는 건 병보다 혼자 남는 불안”이라며 “집은 있는데 돌봄이 없고, 병원은 멀고, 가족 부담은 커지는 구조를 그대로 두면 고독사와 응급 공백, 가족 해체 위험이 커질 수밖에 없다”고 진단했다. 이어 “어르신이 살던 동네에서 존엄하게 지내도록 하는 것이 단순한 복지가 아니라 지역을 지키는 정책”이라고 강조했다.
공약의 핵심은 주거와 돌봄 서비스를 한 번에 묶는 ‘행복 돌봄 주택’ 확대다. 조 예정자는 노인 주거복지 주택을 공공임대와 분양, 민관협력 등 다양한 방식으로 늘리고, 주택 안에 기본 돌봄 서비스를 연계하는 구조를 설계하겠다고 밝혔다.

성과 관리 방안으로는 거점별 만족도, 응급 대응 시간, 서비스 이용률 등 핵심 지표를 공개하겠다고 밝혔다.
