이번 훈련에는 가평군 재난 컨트롤타워 역할을 할 김미성 부군수를 필두로, 소방서, 경찰서, 군부대, 한국전력공사, KT, 춘천국유림관리소, 경기도산림환경연구소 등 7개 유관기관 핵심 관계자 39명이 총출동했다.
참석자들은 먼저 산불재난 현장조치 행동매뉴얼을 숙지한 뒤, 재난안전대책본부 실무반과 각 기관의 임무를 토의하며 조율했다. 이어 진행된 본격적인 도상훈련에서는 산불이 마을을 덮치는 일촉즉발의 상황을 가정해, 신속한 주민 대피 명령 하달부터 대피 인력 및 차량 투입, 노약자 등 산불취약시설 우선 대피 조치, 경찰의 교통통제 및 우회로 확보까지 각 기관의 톱니바퀴 같은 대응 역할을 집중적으로 점검했다.
