이재명 대통령이 12일 “위기일수록 민생·경제 회복이 뒷걸음치지 않게 재정의 신속 투입이 필요하다”며 “추가경정예산(추경) 편성을 최대한 신속히 해달라”고 주문했다.
이 대통령은 이날 오후 청와대에서 열린 제27차 수석보좌관회의 모두 발언에서 이같이 말한 후 "(추경 편성은) 한두달씩 걸리는 게 걸리는 게 기존 관행인 거 같은데 어렵더라도 밤새워 최대한 신속히 (편성하라)”고 김용범 정책실장에게 지시했다.
그러면서 "중동 상황이 지속되면서 국제 에너지 수급 불안정성이 심화되고 있다"며 "상반기 공공요금 동결·농축수산물 할인 지원 확대 등 포함 유류세 인하·화물차·대중교통·농어업인 유가 보조금 지원에 속도 내야 하겠다"고 했다.
이어 "국내 역시 유가 상승 원재재 수급 등 여파로 민생 경제·산업 전반 우려가 커지고 있다"며 "이런 상황 계속 시 소비·투자 심리가 위축되고 어렵게 맞은 경제 회복 흐름도 약화할 수 있다"고 했다.
또 "이렇게 상황이 어려우면 서민 삶이 더 팍팍해지며 부 분배가 악화하는 경향이 있는데 양극화·불평등 악화와 사회적 불안까지 야기하게 된다"며 "지금 이것저것 따질 때가 아니며 민생경제 충격 완화를 위한 골든 타임을 절대 허비해선 안 된다"고 했다.
더불어 "우리가 할 수 있는 모든 정책수단을 다각도로 총동원해 신속·정교하게 집행하는 데 역량을 집중해야 되겠다"고 했다.
이 대통령은 오는 21일 열리는 가수 방탄소년단(BTS) 광화문 공연 관련해선 "BTS 광화문 공연을 앞두고 세계적 관심이 집중되고 있다"며 "뭣보다 사전 현장 관리 계획을 철저히 수립·시행해야 한다"고 했다.
그러면서 "교통·응급의료 체계를 세밀히 점검하고 특히 안전 대책과 화장실 같은 편의시설도 신경 써 달라"며 "바가지 상술 단속·제재도 엄정히 해야 하고, 이런 행위는 대한민국 이미지를 나쁘게 만들어 관광 산업에 상당한 타격을 줄 수 있다"고 지적했다.
또 "필요 시 정원 규정에 문제 없으면 정원 규정을 고쳐서라도 (청와대) 인력 보강을 하도록 하라"며 "정무직 공무원이 모든 걸 다 지켜 하긴 어려운 게 현실이나 법률상 야근엔 원래 대체 인력이 있어야 하고. 그런 점을 고려해 인력 운영 방안을 강구하라"고 강훈식 비서실장에게 지시했다.
