(브레이크뉴스인천 박상도 기자) 더불어민주당 박선원 국회의원 ( 인천 부평을 ) 이 대표발의한 '국가정보원직원법 일부개정법률안' 이 지난 12일 국회 본회의를 통과했다고 밝혔다 .
이에 이번 법 개정으로 국정원 직원에게 적용되는 계급정년을 합리적으로 조정해 숙련된 정보 인력이 현장에서 더 오래 역할을 수행할 수 있는 기반이 마련됐다 .
국정원은 인력 순환과 조직 활력 제고를 위해 계급정년 제도를 운영하고 있다 .
그러나 국정원은 계급정년 적용 대상 비율이 약 67.6% 로 경찰 (2.9%), 소방 (3.3%) 등에 비해 크게 높은 구조로 운영되고 있어 경험과 전문성을 갖춘 인력이 비교적 이른 시기에 현장을 떠나는 문제가 지적돼 왔다 .
또한 계급정년이 연령정년에 비해 상대적으로 짧아 2 급은 평균 57.1 세 , 3 급은 56.3 세 , 4 급은 55.4 세에 계급정년으로 퇴직하는 사례가 나타나는 등 정보기관의 전문 인력 활용 측면에서 개선 필요성이 제기돼 왔다 .
이에 이번 개정안은 특정직 2 급 ·3 급 ·4 급의 계급정년을 각각 1 년씩 연장해 경험과 전문성을 갖춘 인력이 현장에서 더 오래 근무할 수 있도록 제도를 보완했다 .
박선원 의원은 “ 정보기관의 경쟁력은 결국 사람에서 나온다 ” 며 “ 경험과 전문성을 갖춘 인력이 현장에서 충분히 역할을 할 수 있도록 제도를 개선한 것 ” 이라고 밝혔다 .
이어 “ 이번 법 개정을 통해 국가정보원이 정보기관 본연의 역할을 더욱 충실히 수행할 수 있는 기반이 마련되기를 기대한다 ” 고 말했다 .
