구미시는 18일 시청 국제통상협력실에서 구미우체국과 ‘안부살핌소포 우편서비스’ 추진을 위한 업무협약을 체결했다고 밝혔다. 이날 협약식에는 김장호 구미시장과 이맹호 구미우체국장이 참석해 위기가구 발굴과 복지 연계를 위한 협력 체계를 구축했다.
이번 사업은 행정안전부의 ‘읍면동 스마트 복지·안전 서비스 개선 모델 개발 지원사업’에 선정되며 추진되는 것으로, 오는 4월부터 12월까지 운영된다.
사업의 핵심은 우체국 집배원의 현장 네트워크를 활용한 상시 모니터링이다. 집배원들은 고립 위험이 높은 100가구를 대상으로 월 2회 정기 방문을 실시하고, 라면과 즉석식품, 생활용품 등 1만 원 상당의 생필품을 전달하며 대면 안부 확인을 진행한다.
특히 배달 과정에서 대상자의 생활 상태를 함께 점검하고 위기 징후가 발견될 경우 즉시 지자체에 전달해 신속한 대응이 이뤄지도록 한다. 구미시는 이를 토대로 긴급지원과 돌봄서비스 등 맞춤형 복지서비스를 연계해 고립 위기 상황 해소에 적극 나설 계획이다.
구미시는 지난해 동일 사업을 처음 도입해 100가구를 대상으로 운영한 결과, 현장 중심의 위기가구 발굴과 복지 연계 효과가 확인됨에 따라 올해도 사업을 지속 추진한다.
이맹호 구미우체국장은 “집배원의 일상적인 배달 활동이 지역사회 안전망 강화로 이어질 수 있어 의미가 크다”며 “고립 위기가구를 세심하게 살피고 필요한 지원으로 연결될 수 있도록 적극 협력하겠다”고 말했다.
김장호 구미시장은 “우체국과의 협력을 통해 위기가구를 보다 촘촘하게 발굴하고 지원할 수 있을 것으로 기대한다”며 “앞으로도 민관 협력을 기반으로 지역 복지안전망을 지속적으로 강화해 나가겠다”고 밝혔다.

In particular, they inspect the recipients' living conditions during the delivery process; if signs of a crisis are detected, they immediately notify the local government to ensure a swift response. Based on this, Gumi City plans to actively work to resolve the crisis of isolation by linking customized welfare services, such as emergency support and care services.
Gumi City is continuing the project this year, as the effectiveness of field-based identification of crisis households and welfare linkages was confirmed following the operation of the same program for 100 households last year.

Gumi Mayor Kim Jang-ho stated, “We expect to be able to identify and support households in crisis more closely through cooperation with the Post Office,” adding, “We will continue to strengthen the local welfare safety net based on public-private cooperation.”
