【충북 브레이크뉴스】김봉수 기자=충북 진천군은 봄철 산불조심 기간을 맞아 불법 소각 등 산불 발생 원인을 제공하는 행위에 대해 ‘무관용 원칙’으로 강력한 단속을 실시하고 있다고 18일 밝혔다.
이번 단속은 지난 2월 1일부터 개정된 ‘산림재난방지법’이 시행되면서 처벌 수위가 크게 강화됐다.
산림 또는 산림 인접 100m 이내 지역에서 허가 없이 불을 피우거나 영농 부산물 등을 소각하다 적발될 경우 기존 30만 원에서 상향된 50만 원(최대 200만 원)의 과태료가 부과된다.
군은 무관용 원칙에 따라 봄철 산불 조심 기간이 시작된 이후 3월 현재까지 총 10건의 불법 소각 행위를 적발해 과태료 처분을 내리는 등 현장 단속을 강화하고 있다.
군의 강력한 단속 기조는 개정된 ‘산림재난방지법’ 시행 이전인 지난해부터 이어지고 있다.
지난해 불법 소각 행위를 집중 단속해 도내 지자체 가운데 가장 많은 24건의 과태료를 부과하며 산불 발생 위험을 사전에 차단하는 성과를 거뒀다.
올해 역시 산불 발생 제로화를 목표로 엄정 대응을 지속할 방침이다.
특히 농산촌 지역에서 관행적으로 이뤄지는 논·밭두렁 태우기와 영농 폐기물 소각이 대형 산불의 주요 원인으로 지목되고 있는 만큼, 군은 자체 단속반을 상시 운영해 적발 시 예외 없이 과태료를 부과할 계획이다.
반승영 군 산림보호팀장은 “아무리 작은 불씨라도 건조한 날씨와 강풍을 만나면 걷잡을 수 없는 대형 산불로 번질 수 있다”며 “과실이나 실수로 발생한 산불도 명백한 범죄 행위가 될 수 있는 만큼, 군민들께서는 산림 인접 지역에서 절대 불을 피우지 말아 달라”고 당부했다.
