경상북도의회 건설소방위원회(위원장 박순범)는 18일 제1차 회의를 열고 건설도시국 소관 조례안 4건과 소방본부 소관 일부개정조례안 2건 등 총 6건을 심의·의결하고, 경상북도개발공사의 공사채 발행 계획 보고를 받았다.
이번 회의에서는 빈집 활용 확대와 주거환경 개선을 위한 제도 정비가 주요 안건으로 다뤄졌다. 백순창 의원(구미)이 대표발의한 ‘경상북도 빈집 및 소규모주택 정비 조례 일부개정조례안’은 빈집의 공공적 활용 범위를 넓히고 재정 지원 근거를 마련해 지역 활력 회복에 기여할 것으로 기대된다.
또 박순범 의원(칠곡)이 발의한 ‘경상북도 건축 조례 일부개정조례안’은 굴착공사 안전 확보를 위해 스마트 계측 관리 도입 근거를 마련했으며, ‘소방시설 등에 대한 불법행위 신고포상제 운영 조례 일부개정조례안’은 신고 기준을 명확히 해 도민 참여형 안전관리 체계 강화를 골자로 각각 원안 가결됐다.
김창기 의원(문경)이 발의한 ‘공공디자인 진흥 조례 일부개정조례안’은 위원회 운영 효율성을 높이고 사업 추진 기반을 강화하는 내용을 담았으며, 허복 의원(구미)이 발의한 ‘노후계획도시 정비 및 지원 조례안’은 특별법 제정에 따른 정비위원회 설치와 특별정비구역 지정 요건 등을 규정해 원안 통과됐다.
이우청 의원(김천)이 발의한 ‘화재예방 조례 일부개정조례안’은 연막소독 등 화재로 오인될 수 있는 행위의 신고 대상에 축사 밀집지역을 포함하도록 해 불필요한 소방력 낭비 방지와 예방 중심 안전관리 강화를 도모했다.
한편 위원회는 경상북도개발공사의 2,700억 원 규모 공사채 발행 계획에 대한 보고도 함께 진행했다.
박순범 위원장은 “공사채는 도민의 부담으로 이어질 수 있는 만큼 발행과 집행에 신중을 기해야 한다”며 “도민 주거 안정과 지역 균형 발전, 안전한 경북 조성을 위한 입법 활동에 최선을 다하겠다”고 말했다.
