<브레이크뉴스 포천 = 김형렬 기자> 포천시가 중대산업재해 제로(0)화를 목표로 공공 및 민간 부문의 안전보건관리 체계 확립에 팔을 걷어붙였다.
시는 지난 19일 포천시청 대회의실에서 도급사업 및 건설공사 발주 담당자 등 800여 명이 참석한 가운데 ‘도급·용역·위탁사업 안전보건관리 교육’을 성황리에 개최했다고 20일 밝혔다.
이번 교육은 업무를 제3자에게 위탁하거나 도급을 주는 경우에도 종사자의 안전과 보건을 철저히 보장해야 한다는 「중대재해 처벌 등에 관한 법률」 및 「산업안전보건법」상의 핵심 의무를 일선 현장에 안착시키기 위해 기획됐다.
강단에 선 이노세이프 경영연구원 김재형 대표는 △실제 중대재해 발생 사례 분석 △산업재해 예방을 위한 선제적 조치 △건설공사 발주자 및 도급사업 담당자의 법적 의무 △법률상 규정된 ‘실질적인 지배·관리’의 명확한 해석 등을 심도 있게 짚어냈다. 특히 복잡한 법적 책임 범위를 실제 현장 사례에 접목해 참석자들의 실무 대응 능력을 대폭 끌어올렸다는 평가다.
이와 발맞춰 포천시는 현장 실무자들의 든든한 지침서가 될 ‘도급·용역·위탁 사업 안전보건관리 매뉴얼’을 최신 법령 기준에 맞춰 전면 재정비해 배포할 계획이다. 이를 통해 발주자와 도급인의 모호한 개념을 바로잡고, 필수 행정절차를 현장에서 지체 없이 적용할 수 있도록 적극 지원할 방침이다.
