(브레이크뉴스인천 박상도 기자) 부천시가 지난 19일 지역사회보장협의체(공동위원장 조용익 부천시장)가 제11기 지역사회보장 대표협의체 구성을 완료하고 첫 회의를 개최했다고 밝혔다.
부천시에 따르면, 지역사회보장협의체는 지역 내 사회보장 증진을 위해 민관이 협력하는 대표 거버넌스 기구로, 지역사회보장계획 수립과 복지기관 간 네트워크 구축, 복지 사각지대 발굴 다양한 역할을 수행하고 있다.
이날 회의에는 조용익 부천시장을 비롯해 대표협의체 위원과 관계 공무원 등 24 명이 참석했으며 신규위원 위촉장 수여, 민간위원장 및 부위원장 선출, 제11기 운영계획 보고, 2026년 동 지역사회보장협의체 운영계획 보고 등이 진행됐다.
제11기 대표협의체는 총 33명으로 구성됐으며 공동위원장인 조용익 부천시장을 포함해 공공위원과 사회보장 관련 기관·단체 대표, 학계 전문가, 시민 대표 등 다양한 분야의 민간위원이 참여하고 있다.
이번 11기 민간 공동위원장에는 지역사회 나눔과 기부문화 확산에 기여해 온 김범용 부천희망재단 상임이사가 선출됐다.
부천시는 내년부터 시행되는 제6기 지역사회보장계획 수립을 앞두고 지역사회보장협의체를 중심으로 민관 협력 기반을 강화하고 시민 욕구를 반영한 실효성 있는 중장기 사회보장계획 수립을 추진할 계획이다.
조용익 부천시장은 “지역사회보장협의체는 민관이 함께 지역 복지 문제를 해결하는 핵심 거버넌스”라며 “제11기 협의체가 시민 삶의 변화를 이끄는 실질적인 역할을 해주길 기대한다”고 말했다.

또한, 부천시가 지난 19일 시청 소통마당에서 구·동 마을공동체 업무 담당자 40여 명을 대상으로 ‘우리동네 新활동가 발굴을 위한 공무원 교육’을 실시했다고 밝혔다.
부천시에 따르면, 이번 교육은 지역사회의 문제를 주민이 직접 발굴하고 해결하는 ‘리빙랩’기반의 마을만들기 모델을 공유하여, 공무원들의 실무 역량을 높이고 네트워크 체계를 공고히 하기 위해 마련됐다.
교육 내용은 리빙랩 기반 마을만들기 사례 및 공무원의 역할, 부천 마을공동체 현황과 마을만들기 사업 주요 추진방안, 마을공동체 활성화를 위한 시·구·동 협력 방안 등으로 구성됐다.
고매영 부천시 자치분권과장은 “살기 좋은 마을을 만들기 위해서는 주민과 가장 가까운 곳에서 소통하는 공무원들의 마을공동체에 대한 이해와 역량이 필수적”이라며, “리빙랩 등 혁신적 시도가 각 동에서 실현될 수 있도록 주민들과 적극적으로 소통하고 고민해 달라”고 당부했다.
한편, 부천시는 마을공동체 활성화 기반을 조성하기 위해 찾아가는 新활동가 찾기 컨설팅, 권역별·주제별 간담회 개최, 마을리더 양성 교육, 마을공동체 커뮤니티 공간 발굴 등을 추진할 계획이다.
