더불어민주당 대전시장 출마 예정자인 장종태 국회의원이 최근 뜨거워진 둔산·송촌지구의 선도지구 공모 경쟁과 관련해 재건축 정비사업에 대한 강력한 추진 의지를 피력했다.
장 의원은 20일 "둔산과 송촌지구의 선도지구 공모 경쟁이 치열한 것은 재건축에 대한 시민들의 기대와 열망이 그만큼 크다는 증거"라며, 노후계획도시 특별법에 근거한 정비사업의 필요성을 역설했다.
그는 이번 정비사업의 핵심 이점으로 △재건축 절차 간소화 △용적률 상향 △인허가 패스트트랙 적용 △기반시설 정비에 대한 공공 지원 등을 꼽았다.
장 의원은 "이러한 혜택들은 도시를 빠르게 변화시키고 주거 환경을 획기적으로 개선할 수 있는 중대한 기회가 될 것"이라고 강조했다.
특히 대전에서 40년간 공직 생활을 하며 두 지구의 성장 과정을 지켜봐 온 장 의원은 "대전의 성장을 이끌어온 핵심 주거지들이 이제 건물 노후화라는 피할 수 없는 과제에 직면했다"며 "정비사업을 논의하는 시점에 이른 것이 남다른 감회로 다가온다"고 소회를 밝혔다.
장종태 의원은 재건축의 가장 큰 걸림돌로 지적되는 '분담금 문제'에 대해서도 현실적인 대안을 제시했다.
그는 "분담금은 시민들에게 가장 실질적인 부담"이라며 "국토교통부가 추진 중인 '미래도시펀드'가 이 부담을 덜어줄 수 있을 것으로 기대하며, 재정 지원과 금융 구조를 어떻게 설계하느냐가 사업 성패의 핵심이 될 것"이라고 분석했다.
마지막으로 장 의원은 "행정 경험을 바탕으로 더 빠르고 현실적인 해법을 찾겠다"며 "대전의 중심이었던 이 지역들이 다시 한번 대전의 미래를 이끄는 새로운 주거지로 거듭날 수 있도록 끝까지 책임 있게 챙기겠다"고 약속했다.
