(브레이크뉴스인천 박상도 기자) 인천해양경찰서가 지난 20일 청사 지역구조본부실에서 대규모 해양오염사고 발생에 대비한 대응체계 점검과 관계기관 협력 강화를 위한 도상훈련을 실시했다고 밝혔다.
인천해경에 따르면, 이번 훈련은 해상에서 위험·유해화학물질 유출 사고 발생 시 신속하고 효율적인 방제대응체계를 구축하기 위해 마련됐으며, 지역방제대책본부 운영을 중심으로 진행됐다.
훈련에는 지역방제대책본부 본부장인 양종타 인천해양경찰서장을 비롯해 인천해수청, 인천시, 인천항만공사, 해양환경공단, 인천119특수대응단 등 관련 지자체와 시흥화학재난합동방재센터, 한국예선업협동조합 등 관계기관 인사들이 참석했다.
훈련은 북항-내항 사이 인근 해상에서 8천톤급 케미컬선과 5천톤급 화물선이 충돌하여 케미컬선에 적재된 위험·유해화학물질(파라자일렌)이 화재·폭발 후 유출되는 상황을 가정해 진행됐다.
특히, 지역방제대책본부를 가동한 가운데 각 대응부·반에 편성된 요의 임무에 따른 역할 수행 여부를 중점 점검했다.
지역방제대책본부는 지속성 기름 10~50㎘, 비지속성 기름 또는 위험·유해물질 100~300㎘이 유출되거나 유출될 우려가 있을 때 관계기관과 합동으로 구성된다.
인천해양경찰서 양종타 서장은 “해양오염사고는 초기 대응이 피해 규모를 결정짓는 핵심인 만큼 이번 훈련을 통해 도출된 문제점은 매뉴얼에 반영하고 현장에서 즉시 작동할 수 있도록 방제 대응 역량을 강화하겠다”고 말했다.

또한, 인천해양경찰서가 지난 21일, 영흥도 인근 해상에서 카약이 양식장 시설에 걸리는 사고가 발생했으나 신속한 대응으로 고립된 2명을 무사히 구조했다고 밝혔다.
인천해경에 따르면, 이날 오후 4시 29분께 인천 옹진군 진두항에서 출항한 카약 4척(4명)이 풍도 인근 해상에서 돌아오던 중 김 양식장 시설에 걸렸다는 신고가 접수됐다.
해경 현장 확인 결과 4척 중 2척(2명)은 자력으로 이탈했으며, 나머지 2척(2명)은 양식장에 고립된 상태로 확인됐다.
이에 영흥파출소 소속 구조대원들이 현장에 투입돼 60대 A씨와 B씨를 모두 안전하게 구조했다.
특히, 구조 당시 카약 2척은 양식장 한가운데 고립돼 있었으며, 구조대원들은 거센 조류를 거슬러 약 200m를 직접 수영해 접근하는 등 긴급 구조를 실시했다.
이 과정에서 A씨는 스스로 양식장을 벗어나려다 중심을 잃고 바다에 빠졌다가 가까스로 카약에 다시 올라탄 것으로 확인됐으며, 저체온 증세를 호소하였으나 건강 상태는 양호한 것으로 파악됐다.
