경북도와 시·군은 그동안 폐현수막을 마대 등으로 재활용하는 사업을 추진해 왔으나, 이는 사후 처리 중심의 한시적 대응에 그쳐 근본적인 해결책 마련이 필요하다는 지적이 이어졌다. 이에 따라 이번 조례안은 현수막 사용 단계부터 친환경 전환을 유도하고, 재활용 체계를 강화해 환경오염 저감과 온실가스 감축에 기여하기 위해 마련됐다.
조례안에는 ▲친환경 현수막 사용 및 폐현수막 재활용 활성화를 위한 시행계획 수립·시행 ▲공공기관 등의 친환경 현수막 사용 의무화 ▲관련 사업에 대한 지원 및 홍보·교육 추진 등의 내용이 담겼다.
연 의원은 “자원은 일회성 소비가 아닌 지속적인 순환을 통해 새로운 가치를 창출하는 자산”이라며 “폐현수막 재활용을 통해 탄소중립 실현에 실질적으로 기여해야 한다”고 강조했다. 이어 “공공기관이 먼저 친환경 소재 현수막 사용에 앞장서 도민들의 자원순환 인식을 높이는 계기가 되길 기대한다”며 “앞으로도 탄소중립과 순환경제 실현을 앞당겨 깨끗한 경북 조성에 힘쓰겠다”고 밝혔다.
한편 해당 조례안은 3월 18일 경상북도의회 문화환경위원회 심사를 통과했으며, 오는 4월 1일 열리는 제361회 임시회 제2차 본회의에서 최종 의결될 예정이다.

Yeon Gyu-sik, a member of the Gyeongsangbuk-do Provincial Assembly (People Power Party, Pohang), introduced the ‘Ordinance on the Promotion of Eco-friendly Banner Use and Discarded Banner Recycling in Gyeongsangbuk-do’ at the 361st extraordinary session of the Provincial Assembly held on the 18th.
Banners, primarily made of synthetic plastic resins such as polyester, have been identified as a major cause of environmental problems; they emit harmful substances when incinerated and cause soil pollution as they do not decompose for hundreds of years when landfilled. In particular, discarded banners, which are generated in large quantities after elections or various events, have incurred not only an environmental burden but also significant administrative costs during the disposal process.
While Gyeongsangbuk-do Province and its cities and counties have been promoting projects to recycle discarded banners into sacks, these efforts have been criticized as merely temporary responses focused on post-disposal processing, necessitating the establishment of a fundamental solution. Accordingly, this ordinance bill was prepared to encourage a transition to eco-friendly practices starting from the banner usage stage and to contribute to reducing environmental pollution and greenhouse gas emissions by strengthening the recycling system.
The bill includes provisions for: ▲ establishing and implementing a plan to promote the use of eco-friendly banners and the recycling of discarded banners; ▲ mandating the use of eco-friendly banners by public institutions; and ▲ supporting related projects and promoting publicity and education.
Assemblyman Yeon emphasized, “Resources are assets that create new value through continuous circulation rather than one-time consumption,” adding, “We must make a tangible contribution to realizing carbon neutrality through the recycling of discarded banners.” He continued, “I hope that public institutions taking the lead in using eco-friendly banner materials will serve as an opportunity to raise residents’ awareness of resource circulation,” and stated, “I will continue to strive to create a clean Gyeongbuk by accelerating the realization of carbon neutrality and a circular economy.”
Meanwhile, the ordinance bill passed the review of the Culture and Environment Committee of the Gyeongsangbuk-do Provincial Council on March 18 and is scheduled to be finally approved at the 2nd plenary session of the 361st extraordinary session to be held on April 1.
