더불어민주당 김정섭 공주시장 예비후보(민선 7기 공주시장)가 24일 예술 분야 정책 공약을 발표하며 공주시를 '시민이 행복한 생활문화도시'로 만들겠다는 청사진을 제시했다.
24일 선거사무소에서 공약을 발표 한 김 예비후보는 유네스코 창의도시(문학 분야) 지정을 비롯해 공주형 문화예술창작기금 조성, 무형문화유산 전승, 분산형 미술관 네트워크 구축 등을 핵심 과제로 내세웠다.
김 예비후보의 가장 대표적인 공약은 공주시를 유네스코 창의도시 네트워크(UCCN) 문학 분야에 당당히 이름을 올리겠다는 것이다.
공주시는 금강과 공산성 등 풍부한 문학적 자산을 품고 있으며, 나태주 시인을 필두로 수많은 문인을 배출한 현대 문학의 거점이다. 김 예비후보는 풀꽃문학제 확대, 국내 문학 포럼 개최, 공주 문학자원의 디지털 온라인 플랫폼 구축 등을 통해 세계적인 문학 도시로 도약하겠다는 구상이다.
만약 공주시가 선정될 경우 기존 세계유산도시(2015, 2018년), 법정 문화도시(2021년) 지정에 이어 문화예술 분야의 '그랜드슬램'을 달성하게 된다.
지역 예술인들이 안정적인 환경에서 창작 활동에 전념할 수 있도록 공주형 문화예술창작기금도 조성한다. 시 출연금뿐만 아니라 기업 메세나 매칭펀드, 고향사랑기부금, 시민 펀딩 등 다양한 재원을 활용해 예술가의 경제적 기반을 닦고, 이를 시민들의 문화 향유권 확대로 연결하는 선순환 구조를 만들 계획이다.
특히 눈길을 끄는 대목은 국내 최초로 시도되는 분산형 미술관 네트워크를 통한 '갤러리 도시' 조성이다. 대규모 단일 건축물 형태의 시립미술관 건립 대신, 원도심의 빈집이나 낡은 창고를 감각적인 소규모 전시장으로 재생한다.
도보 이동이 가능한 거리에 흩어진 공공·민간 갤러리들을 유기적으로 묶어 원도심 전체를 하나의 '지붕 없는 미술관'으로 탈바꿈시킨다는 파격적인 발상의 전환이다.

아울러 시민들이 집 근처에서 쉽게 예술을 접할 수 있는 생활문화도시 공주 프로젝트를 가동한다. 민간 카페나 공방에서 시민 예술 강좌를 열고 생활문화 플랫폼을 구축해 일상 속 문화 복지를 실현한다.
복합문화공간 마을온, 1967호서극장 등 거점 공간의 특성화 전략을 마련하고 부족한 공연장과 연습실도 확충해 원도심과 대학로 상권을 동시에 살린다는 복안이다.
김 예비후보는 "과거의 역사도시를 넘어 미래의 창의산업도시로 공주의 위상을 한 단계 높이겠다"라며 "내 집 앞 15분 거리에서 문화가 숨 쉬는 공주형 생활문화 르네상스를 반드시 열겠다"라고 강조했다.
