[브레이크뉴스=배종태 기자] 박형준 부산시장은 24일 '부산 글로벌허브도시 조성에 관한 특별법'이 국회 행정안전위원회 법안심사소위를 통과한 것에 대해 부산 시민의 염원이 이뤄낸 결실이라며 환영의 뜻을 밝혔다.
박 시장은 이날 오후 논평을 통해 법안 발의 2년 만에 정식 안건으로 상정되어 심사된 것에 대해 만시지탄이지만 다행스러운 일이라며 이같이 전했다. 특히 전날 국회 앞 삭발 결행 등을 언급하며 이번 소위 통과가 부산 발전을 갈망하는 시민들의 강력한 의지가 반영된 결과임을 강조했다.
그간의 과정에 대한 아쉬움과 정치권을 향한 쓴소리도 가감 없이 내비쳤다. 박 시장은 국회 다수당인 더불어민주당의 비협조로 인해 부산 발전이 2년이라는 시간 동안 발목 잡혀 있었다고 지적하며 더 이상의 희망 고문은 용납될 수 없다고 단언했다.
이어 민주당을 향해 이번 회기 내 반드시 특별법을 최종 통과시킬 것을 촉구했다. 박 시장은 법안의 본회의 통과만이 민주당이 부산 시민에 대해 갖춰야 할 최소한의 예의라고 덧붙였다.

부산 글로벌허브도시 특별법은 부산을 물류와 금융, 교육 등 서비스 산업 중심의 국제 거점 도시로 육성하기 위한 각종 규제 완화와 특례를 담고 있다.

Busan Mayor Park Heong-joon welcomed the passage of the "Special Act on the Establishment of Busan Global Hub City" through a key parliamentary subcommittee on Tuesday, calling it a long-awaited triumph for the city’s residents.
The bill, aimed at transforming South Korea’s largest port city into a global business center, was approved by the National Assembly’s Public Administration and Security Committee subcommittee. The breakthrough comes two years after the legislation was first introduced.
"It is a relief, though it has taken far too long," Park said in a statement released Tuesday afternoon. He emphasized that the subcommittee’s approval was a direct result of the citizens' fierce determination to see Busan thrive.
The mayor’s remarks followed a dramatic display of protest just a day earlier, when he **shaved his head** at the National Assembly to demand immediate legislative action. Park noted that such extreme measures were necessary to finally move the needle on the city’s development.
Park did not hold back in his criticism of the political deadlock that had stalled the bill. He pointed a finger at the main opposition Democratic Party of Korea (DPK), which holds a majority in the assembly, accusing them of "holding Busan’s future hostage" for the past two years through non-cooperation.
"No more 'hope torture' can be tolerated," Park stated firmly, using a local term for the cycle of false hope and disappointment. He urged the DPK to ensure the bill’s final passage within the current session, calling it the "minimum level of respect" owed to the people of Busan.
The 'Busan Global Hub City Special Act' is designed to foster Busan as an international hub for services, including logistics, finance, and education. It includes a wide range of regulatory waivers and special provisions intended to attract foreign investment and global talent.
With the subcommittee’s nod, the bill now moves toward a plenary session. If passed, it is expected to serve as a cornerstone for Busan’s leap into a world-class maritime and financial capital.
