제천 온 통합돌봄은 일상생활에 어려움이 있어 의료와 요양, 돌봄 등 복합적인 지원이 필요한 노인을 대상으로 욕구와 건강 상태, 생활 여건에 맞는 맞춤형 서비스를 지역사회 내에서 연계해 제공하는 사업이다.
이번 사업은 2026년 3월 27일 시행되는 「의료·요양 등 지역 돌봄의 통합지원에 관한 법률」에 발맞춰 추진되는 것으로, 제천시는 법 시행에 앞서 지역 실정에 맞는 통합돌봄 기반을 선제적으로 구축해 제천형 통합돌봄 모델을 본격적으로 운영하게 됐다.
그동안 돌봄이 필요한 시민들은 의료와 요양, 복지, 일상생활 지원이 각각 분절적으로 제공돼 필요한 서비스를 한 번에 연계받기 어려운 경우가 많았다. 시는 이러한 한계를 보완하기 위해 보건과 의료, 요양, 복지 자원을 연계한 지역 중심 통합지원 체계를 마련하고 대상자 중심의 통합돌봄 서비스를 제공할 계획이다.
제천 온 통합돌봄은 대상자 발굴부터 상담과 욕구 조사, 통합지원계획 수립, 서비스 연계, 사후관리까지 한 번에 연계되는 체계로 운영된다. 대상자의 건강 상태와 돌봄 필요도에 따라 의료와 건강관리, 요양 지원, 일상생활 지원, 식사 지원, 안부 확인, 주거환경 개선, 복지서비스 연계 등 다양한 서비스를 통합적으로 제공한다.
특히 시는 지역 내 민관 협력 체계를 기반으로 방문의료지원사업과 거점형 건강관리, 퇴원환자 지역사회 연계사업, 일상돌봄과 긴급돌봄, 지역사회 틈새돌봄, 케어푸드 제공, 따숨동행서비스, 클린하우스, 주거환경 개선사업, 통합돌봄 매니저 지원, 이미용 및 조호물품 지원 등 생활밀착형 서비스를 연계해 돌봄 공백을 최소화할 방침이다.
이를 통해 퇴원 이후 회복이 필요한 대상자와 거동이 불편한 어르신, 가족 돌봄 부담이 큰 가구 등 복합적인 지원이 필요한 시민들이 살던 곳에서 보다 안정적인 일상을 이어갈 수 있을 것으로 기대된다.
