【브레이크뉴스 대구】진예솔 기자=한국사학진흥재단이 폐교대학 구성원의 학습권과 권익 보호를 위해 영문 증명발급 서비스를 크게 개선했다.
이 재단은 이관 자료 전수조사와 전문 번역 과정을 거쳐 그동안 비어 있던 영문 데이터 공백을 메웠다. 이에 따라 해외 진출을 희망하는 이들이 겪던 행정적 장벽도 한층 낮아졌다는 평가다.
재단은 26일 보도자료를 통해, 폐교대학 관련 영문 데이터 11만 1,992건을 새로 구축하고 영문 제증명 발급 서비스를 정상화했다고 밝혔다. 그동안 일부 대학은 폐교 이후 학사·인사 기록이 이관되면서도, 영문 데이터의 부족으로 해외 취업이나 유학 과정에서 증명서 발급에 어려움을 겪어왔다.
이번 서비스 개선은 최근 보건·의료 분야 등을 중심으로 늘어난 해외 진출 수요에 대응하기 위한 조치로 풀이된다. 현재 재단은 서남대학교 등 19개 폐교대학 구성원 64만 2,949명의 학사·인사 데이터와, 기록물 13만 770권을 관리 중이다. 방대한 기록을 바탕으로 한 서비스 개선이 실제 이용자 편의로 이어질 수 있을지가 주요 과제로 떠올랐다.
이제 개선된 시스템을 통해 별도의 민원 절차 없이, 온라인 포털에서 곧바로 영문 증명서를 발급받을 수 있게 됐다. 기존에는 개별 문의와 추가 확인 등 복잡한 절차가 필요했으나, 이번 조치로 시간과 비용 부담이 줄어들 전망이다.
재단은 이번 조치가 단순히 행정 서비스의 개선을 넘어, 폐교 이후에도 꾸준히 유지되어야 할 구성원의 권리 보장에 큰 의미가 있다고 보고 있다.
이하운 이사장은 “영문 성적 및 졸업, 경력증명서 발급이 훨씬 편리해질 것으로 기대한다”고 말했다.

The Korea Foundation for Private Schools has significantly improved its English certificate issuance service to protect the learning rights and interests of members of closed universities.
The Foundation filled the gaps in English data that had previously been missing through a comprehensive survey of transferred materials and a professional translation process. As a result, it is assessed that the administrative barriers faced by those hoping to expand overseas have been significantly lowered.
In a press release on the 26th, the Foundation announced that it has newly established 111,992 records of English data related to closed universities and normalized its English certificate issuance service. Previously, even though academic and personnel records were transferred following closure, some universities faced difficulties in obtaining certificates for overseas employment or study abroad due to a lack of English data.
This service improvement is interpreted as a measure to respond to the recently increased demand for overseas expansion, particularly in the health and medical sectors. Currently, the Foundation manages academic and personnel data for 642,949 members of 19 closed universities, including Seonam University, along with 130,770 volumes of records. A major challenge has emerged as to whether service improvements based on extensive records can actually translate into user convenience.
Through the improved system, users can now obtain English certificates directly from the online portal without the need for separate civil complaint procedures. Previously, complex procedures involving individual inquiries and additional verification were required, but this measure is expected to reduce the burden of time and costs.
The Foundation views this measure as significant not only for improving administrative services but also for guaranteeing the rights of its members, which must be consistently maintained even after the school's closure.
Chairperson Lee Ha-woon stated, "We expect that the issuance of English transcripts, graduation certificates, and career certificates will become much more convenient."
