(브레이크뉴스인천 박상도 기자) 인천시 특별사법경찰이 지난 3월 11일부터 20일까지 관내 대형 공사장과 민원다발 공사장, 위법 의심 공사장을 대상으로 비산먼지 관리 실태에 대한 기획수사를 실시한 결과, ‘대기환경보전법’을 위반한 14개 업체를 적발했다고 밝혔다.
인천특사경에 따르면, 이번 기획수사는 관내 대형·민원다발·위법 의심 공사장 50개소를 대상으로 시 대기보전과 및 관할 구청과 합동으로 진행됐다.
주요 점검 내용은 고정식·이동식 살수시설 설치 및 운영 여부, 수송차량 세륜·살수 여부, 방진막·방진벽 설치 여부 등 비산먼지 발생 억제시설 설치와 조치기준 이행 여부였다.
수사 결과, 5개 공사장은 이동식 살수시설 설치를 신고하고도 실제 작업 현장에는 이를 설치하지 않은 채 살수 조치 없이 토사를 싣고 내리다 적발됐다.
또, 현장에서 발생한 토사를 야적하면서 방진덮개를 일부 설치하지 않거나, 토사를 싣고 내릴 때 일부 구역에만 살수하는 등 비산먼지 발생 억제 조치가 미흡한 9개 공사장이 적발됐다.
대기환경보전법에 따르면 비산먼지 발생을 억제하기 위한 시설을 설치하지 않거나 필요한 조치를 하지 않을 경우 300만 원 이하의 벌금에 처해질 수 있다.
인천시는 적발된 사업장을 대상으로 고의성 여부 등을 추가로 수사한 뒤 ‘대기환경보전법’ 위반 혐의로 검찰에 송치할 계획이다.
