봉화군은 지난 3월 27일 중소벤처기업부 에 특구 지정 신청서를 제출하고 본격적인 절차에 돌입했다고 밝혔다. 지역특화발전특구는 지역 특성에 맞는 사업에 규제 특례를 적용해 사업 추진의 효율성과 속도를 높이는 제도다.
이번에 신청한 특구는 봉성면 창평리 일원 87만7,372㎡ 규모로, 이 중 ‘K-베트남 밸리’ 핵심 사업 구역은 16만2,875㎡다. 총사업비는 3,476억 원(기투자 1,127억 원) 규모로, 신규 조성사업을 중심으로 기존 사업과 연계사업 등 총 8개 사업을 하나의 특구로 통합해 시너지 효과를 극대화하는 데 초점을 맞췄다.
군은 특구 지정 추진 과정에서 지역사회 공감대 형성을 위해 주민설명회와 공청회를 잇달아 개최하며 사업 필요성과 방향을 공유해 왔다. 특히 지난 2월에는 특구계획안과 전략환경영향평가 주요 내용을 공개하고 다양한 의견을 수렴했다.
앞으로 봉화군은 중소벤처기업부 심의 등 후속 절차에 적극 대응하는 한편, 특구 지정이 확정될 경우 규제 특례를 기반으로 사업 추진에 속도를 낼 계획이다.
박현국 군수는 “K-베트남 밸리 조성사업은 봉화의 역사·문화 자산을 바탕으로 새로운 성장동력을 창출하는 핵심 사업”이라며 “특구 지정이 원활히 이뤄질 수 있도록 행정력을 집중하겠다”고 밝혔다.

The special zone applied for covers an area of 877,372 square meters in the Changpyeong-ri area of Bongseong-myeon, with the core project zone for the ‘K-Vietnam Valley’ covering 162,875 square meters. The total project cost amounts to 347.6 billion KRW (with 112.7 billion KRW already invested). The focus is on maximizing synergy effects by integrating a total of eight projects—centered on new development projects, existing projects, and related initiatives—into a single special zone.
During the process of pursuing the designation of the special zone, the county has held a series of resident briefings and public hearings to build consensus within the local community, sharing the necessity and direction of the project. In particular, last February, it disclosed the key details of the special zone plan and the strategic environmental impact assessment and collected various opinions.

County Governor Park Hyun-guk stated, "The K-Vietnam Valley development project is a key initiative that creates new growth engines based on Bonghwa's historical and cultural assets," adding, "We will concentrate our administrative efforts to ensure the smooth designation of the special zone."
