역전지구대에 따르면, 이번 합동 단속에는 인천시청 건강정책담당 4명, 부평구 보건소 금연지도팀 8명, 부평경찰서 CPO 등 2명, 역전지구대 순찰팀 8명이 참여하였으며 2개팀으로 편성하여 대대적인 단속 및 홍보 활동을 전개했다.
활동 지역은 평소 유동인구가 많고 민원신고도 많은 고질적 민원 지역으로 그동안 기관별 단발성 단속으로는 그 효과가 미약하여 각 기관이 가진 단속 권한의 한계를 상호 보완한 합동단속으로 단속의 실효성을 높였으며
