한국조폐공사, 고창군 모바일상품권 운영 맡는다

전북 고창군의 모바일 지역화폐 운영 체계가 오는 7월부터 바뀐다. 한국조폐공사가 고창군과 손잡고 모바일 고창사랑상품권 운영을 맡기로 하면서, 지역화폐의 발행과 이용 방식도 새 플랫폼으로 옮겨가게 됐다.

조폐공사는 1일 고창군과 모바일 고창사랑상품권 도입 및 운영을 위한 업무협약을 체결했다고 밝혔다. 이에 따라 고창군은 7월 2일부터 조폐공사가 운영하는 착(chak) 플랫폼을 통해 군민에게 모바일 상품권 서비스를 제공할 예정이다. 협약식에는 성창훈 조폐공사 사장과 심덕섭 고창군수 등이 참석해 상품권 이용 활성화 방안을 논의했다.

이번 전환으로 가장 먼저 변화를 겪는 쪽은 기존 이용자들이다. 지금까지 고향사랑페이 앱을 써온 이용자는 앞으로 지역상품권 chak 앱을 새로 내려받아 회원가입을 한 뒤 서비스를 이용해야 한다. 다만 기존 상품권 잔액과 이용내역은 새 플랫폼으로 이관되는 만큼, 제도 자체가 끊기는 것은 아니고 운영 창구가 바뀌는 셈이다.

조폐공사는 착 플랫폼이 전국 83개 지방자치단체에서 활용 중인 공공형 지역화폐 플랫폼이라고 설명한다. QR 결제와 카드결제, 원격결제 기능을 지원하고, 농어민수당과 청년수당 같은 각종 정책수당 지급에도 쓰이고 있다. 지역화폐를 단순한 할인 수단이 아니라 지역 내 소비를 붙잡아 두는 공공 인프라로 확장하려는 흐름 속에서, 이번 고창군의 플랫폼 전환도 그 연장선에 놓여 있다.

문제는 플랫폼 교체가 곧바로 이용 활성화로 이어지느냐다. 지역화폐는 발행 규모나 할인율 못지않게 주민들이 얼마나 쉽게 접근하고, 가맹점이 얼마나 안정적으로 결제를 처리할 수 있느냐가 성패를 가른다. 특히 고령층이나 기존 앱 이용자 입장에서는 새 앱 설치와 회원가입, 정보 확인 과정이 낯설 수 있어 초기 안내와 민원 대응이 중요해질 수밖에 없다.
