시에 따르면 최근 3년간 자동차 관련 민원을 분석한 결과, 친환경 차량 주차 관련 민원은 2023년 839건에서 2025년 2,002건으로 2배 이상 증가한 것으로 나타났다.
특히 휘발유·경유 차량 등 내연기관 차량이 전기차 충전구역을 점유하는 불법주차 민원이 가장 큰 비중을 차지했으며, 충전 완료 후에도 차량을 장시간 이동하지 않는 충전방해 행위 역시 지속적으로 증가하는 추세다.
이에 따라 시는 친환경 차량 이용자의 충전 불편을 해소하고 건전한 주차 질서를 확립하기 위해 상시 단속과 현장 계도를 병행할 계획이다.
일반 차량이 전기차 충전구역에 주차하는 경우 10만 원의 과태료를 부과하는 등 엄격히 단속하는 한편, 신규 지정 구역이나 관련 규정에 대해서는 안내문 배포 등 홍보를 강화해 시민들의 자발적인 참여를 유도할 방침이다.
또한 충전시설 주차 허용시간을 엄격히 적용해 이용 회전율을 높일 계획이다.
급속충전시설은 1시간, 완속충전시설은 14시간(플러그인하이브리드 7시간)으로 제한되며, 이를 초과할 경우 충전방해 행위로 간주돼 10만 원의 과태료가 부과될 수 있다.
시 관계자는 “친환경차 보급 확대에 따라 충전시설은 시민 모두가 함께 사용하는 필수 인프라”라며 “충전 완료 후 즉시 차량을 이동하는 등 성숙한 시민의식을 당부드린다”고 말했다.
