[브레이크뉴스=배종태 기자] 부산 지역 국민의힘 국회의원들이 ‘부산글로벌허브도시특별법’(부산발전특별법)을 포퓰리즘으로 비하하며 입법 절차에 제동을 건 이재명 대통령을 향해 파상공세를 퍼부었다. 이들은 대통령의 발언을 의회 민주주의를 부정하는 ‘입법 독재’로 규정하고 총력 저지를 예고했다.
“피땀으로 깎고 다듬은 법안을 ‘후다닥’이라 비하하나”
국민의힘 부산 국회의원 일동은 1일 성명서를 발표하고, 법제사법위원회 상정을 앞둔 부산발전특별법이 표류하게 된 배후에 이재명 대통령의 부정적 인식과 개입이 있었다는 정황이 명백히 드러났다고 성토했다.
의원들은 전날 국무회의에서 이 대통령이 “부산특별법인가 만든다고 후다닥 그러고 있길래 제가 얘기를 좀 했다”고 언급한 것을 두고, 대통령이 직접 입법 절차를 방해했음을 자인한 것이라고 비판했다.
특히 이 법안이 21대 국회 폐기의 아픔을 딛고 22대 국회 부산 의원 18명 전원이 공동 발의해 2년간 부처 협의와 심사를 마친 ‘처절한 노력의 결실’임을 강조하며, 이를 “후다닥”으로 치부한 대통령의 가벼운 인식을 질타했다.
“의회 경시이자 월권... 지역 갈등 앞장서 조장하는 대통령”
특히 이 대통령이 “의원입법은 포퓰리즘적으로 이뤄지는 경우가 있다”며 부산발전특별법을 정조준한 것에 대해 의원들은 “의회 무시 망언이자 삼권분립에 반하는 월권적 행위”라고 날을 세웠다.
또한 “부산만 특별법을 만들면 다른 지역은 어쩔 거냐”는 대통령의 발언에 대해서는 “국민 통합을 책임져야 할 대통령이 오히려 지역 갈등을 부추기고 있다”고 강력히 반발했다. 이미 광주·전남은 20조 원 지원을 담은 특별법이 시행을 앞두고 있고 대전·충남 역시 행정통합을 추진 중인 상황에서, 유독 부산의 정책만 지역 갈등의 주범으로 몰아세우는 것은 이율배반적이라는 지적이다.
“입법 방해 의혹 해명하고 조건 없이 신속 처리 협조하라”
부산 지역 의원들은 이번 사태를 묵과할 수 없는 ‘입법 테러’로 규정하고 대통령에게 다음과 같이 요구했다.
첫째, 대통령은 국회 입법 절차에 대한 월권적 방해와 “포퓰리즘” 운운하며 의회를 경시한 망언에 대해 즉각 사과하고 발언을 철회해야 한다.
둘째, 부산발전특별법과 관련해 누구에게 어떤 외압을 행사했는지 ‘입법 방해 의혹’의 실체를 구체적으로 해명해야 한다.
셋째, 더불어민주당은 본 법안을 당론으로 채택하고, 이 대통령은 아무런 조건 없이 법안의 신속한 처리에 적극 협조해야 한다.
의원들은 상임위 협의까지 마친 법안이 대통령의 말 한마디로 중단되는 사태에 대해 “대통령이 의회 위에 군림하려는 오만한 태도”라고 비판하며, 부산의 생존권이 걸린 특별법 쟁취를 위해 끝까지 투쟁할 것을 천명했다.

In a joint statement released Friday, the 18 PPP lawmakers from Busan condemned the President’s recent remarks made during a Cabinet meeting. President Lee reportedly stated that he had intervened in the legislative process because he felt lawmakers were rushing to pass the special act.
It is appalling that the President would dismiss a bill crafted through blood, sweat, and tears as something rushed, the lawmakers said in the statement. This is a reckless remark that ignores the National Assembly and represents an abuse of power, the statement read.
The President also reportedly questioned the fairness of the bill, asking, If we make a special law only for Busan, what will happen to other regions?
Lawmakers fired back, accusing the President of fomenting regional conflict. They pointed out that other regions, such as Gwangju and South Jeolla Province, are already set to receive significant government support through similar special acts, and argued that singling out Busan is hypocritical.
Demands for Apology and Cooperation
Labeling the situation legislative terror, the Busan delegation issued three primary demands to the President:
1. An immediate apology and retraction of the populism label.
2. A full explanation regarding allegations of external pressure or interference in the legislative process.
3. Unconditional cooperation for the swift passage of the bill.
We cannot tolerate a situation where a bill that has already cleared committee discussions is halted by a single word from the President, the lawmakers said. This is an arrogant attempt to reign over the Assembly.
The group vowed to continue their fight, stating that the survival of Busan’s economy depends on the enactment of the special law.
